Organizational Background

The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization with its headquarters in Vienna, Austria is the international organization setting up the global verification system foreseen under the Comprehensive Nuclear-Test-Ban Treaty (CTBT), which is the treaty banning any nuclear-weapon-test explosion or any other nuclear explosion. The Treaty provides for a global verification regime, including a network of 337 facilities worldwide, a communications system, an international data centre and on-site inspections to monitor compliance.

Organizational Setting

• This position is located in the Systems Applications and Web Unit, Automatic Processing Systems Section, International Data Centre Division (IDC).

Reporting Lines

Under the supervision of Chief, Automatic Processing Systems Section, to:  

Duties and Responsibilities

• Analyse, develop, and implement cutting-edge Information Systems, ensuring alignment with business requirements and driving innovative solutions; 
• Design, develop, test, implement, support and maintain web-based Information Systems executing full systems development lifecycle activities; 
• Provide technical advice for course design and course technologies where appropriate, ensuring optimal implementation and support and training to users for a seamless experience;
• Evaluate and deploy methods and tools for Information System development to assure a high-level of quality;
• Develop and implement IT policies and procedures to ensure efficient and secure operations;
• Perform other duties as assigned.

Education

• Completed secondary education and appropriate training. Additional training in Information Technology or related field is highly desirable.

Work Experience and Qualifications

• At least seven (7) years of experience in software development, business analysis and software testing and releasing in Linux or Windows environments; 
• Experience with the development of web-based applications using Java and Python is essential; 
• At least three (3) years of relevant working experience with Agile software development frameworks like SCRUM is essential; 
• Knowledge and experience in Continuous Integration/Continuous Delivery (CI/CD) for software delivery is essential; 
• Expertise with web-related software tools including JIRA and Confluence is desirable; 
• Proven experience in project management is desirable; 
• Familiarity with cloud environments such as AWS and Azure is an desirable.

Languages

• Excellent written and oral communication skills in English are essential;
• Knowledge of other official CTBTO languages (Arabic, Chinese, French, Russian, and Spanish) is desirable.
