Summary
This position is in the Ronald Reagan Building and International Trade Center, 1300 Pennsylvania Ave., NW., Washington, DC, in the Bureau for Management, Office of the Chief Information Officer, Information Technology Service and Delivery Division, at the U.S. Agency for International Development (USAID).
Direct Hire Authority: This position is being filled using 5 U.S.C 3309-3318 or 5 CFR part 211 and part 337, subpart A, which is the OPM approved government-wide direct hire authority.
Duties
- Formulates procedures, and strategies for project planning and service delivery across the Agency; provide expert technical advice, guidance, and recommendations to management and technical specialists on key IT matters.
- Develops, refines, and implements project management governance frameworks, methodologies, and standards for project management throughout the organization.
- Evaluates and enhances project performance metrics, track progress throughout the project lifecycle, and recommend corrective actions as necessary.
- Designs and executes initiatives while documenting requirements and identifying opportunities to improve business or technology functions.
- Leads a cross-functional team, ensuring that all members are aligned with project goals and work collaboratively to achieve them.
- Integrates IT security into project management practices and enforce these practices to ensure robust security and compliance.

- Must be able to obtain and maintain a Secret security clearance.
- Males born after 12/31/1959 must be registered with the Selective Service.

- This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- These are Testing Designated Positions (TDP’s) under the Agency’s approved Drug-Free Work Place Program. All applicants selected for this position will be subject to random drug testing once they begin working for the Agency.
Qualifications
Basic Requirement:
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate
GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
- Attention to Detail – Is thorough when performing work and conscientious about attending to detail.
- Customer Service – Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
- Oral Communication – Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
- Problem Solving – Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
Specialized Experience:
GS-15: In addition to the basic requirement, you MUST have one year of specialized experience which includes a) Managing governance for complex IT projects to ensure accountability for scope, budget, and schedule, and enable effective decision-making throughout the project lifecycle; b) Demonstrating hands-on experience with a system accreditation process, to include risk assessments, security controls implementation, and ensuring compliance with relevant security standards; c) Resolving complex issues to include troubleshooting unexpected problems, negotiating stakeholder agreements, and balancing competing interests; AND d) Managing staff performance to include addressing issues and discrepancies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone–no substitution of education for experience is permitted.
