Context:

IOM in South Sudan has a broad range of programming centered around three broad areas: humanitarian coordination and support; humanitarian response and resilience; and peacebuilding, transition and development. Humanitarian coordination and support includes leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH) and management of WASH and Shelter and NFI core-pipelines, humanitarian hubs and common transport services. Humanitarian response and resilience includes CCCM, WASH, Shelter & NFI, health, protection, gender equality and inclusion, mental health and psychosocial support and the management of a Rapid Response Fund. Under peacebuilding, transition and development, IOM South Sudan implements programming on housing, land and property issues, transition and recovery, transhumance conflict prevention, community-based violence reduction, community development and migration management.

As part of its community development portfolio, IOM is implementing a World Bank- funded project (Enhancing Community Resilience Project – ECRP) that seeks to address key gaps in basic service delivery and strengthen local institutions capacity to better manage inter-communal tensions and resources across 12 counties in South Sudan. The project aims to contribute to the building of a national local-level institutional structure for governance and service delivery, in line with the Local Government Act (LGA) 2009.

Under the overall supervision of the Chief of Mission (CoM), and the direct supervision of the

Head of Humanitarian Assistance and Operations, and in close collaboration with the Resource Management Unit (RMU), and the ECRP Team, the Infrastructure Coordinator will be responsible for the successful management of the IOM South Sudan Infrastructure Support Unit (ISU). The ISU will support infrastructure, disaster risk management (DRM) and construction management needs for the ECRP project, as well as for all units across the mission.

Core Functions / Responsibilities:

  1. Manage the IOM South Sudan Infrastructure Support Unit and ensure support to program managers and coordinators, the resource management unit and Senior management in all aspects of infrastructure construction undertaken at the IOM South Sudan Country office (CO). This includes the phases of planning, design, provision of BoQs (Bill of Quantities) and tender documents, tendering, contract awarding, supervision of works, quality control, contract closing and handover.
  2. Oversee the technical components of all programs that require engineering capacity ,including the development and/or review of concept notes, proposals and budgets, ensuring that mechanisms and modalities to be implemented are appropriate and in line with international standards and best practices.
  3. Coordinate the operational and administrative aspects, and backstop the financial and budgetary aspects of all ongoing construction projects, including oversight responsibility of project implementation, in coordination with the Resource Management and program units as required. Ensure that all construction projects meet their intended scope, timeframe, quality and budget. Notify in a timely manner of any change needed and take action for delays or workarounds required for timely completion of activities.
  4. Oversee and lead monitoring activities to assess the implementation of all construction projects, remotely and through regular visits to the areas of operation, ensuring that the engineers are properly monitoring and following up on construction projects.
  5. Prepare and/or contribute to the development and dissemination of standard operating procedures and guidelines for all engineering and construction works to ensure compliance with local laws, and that standard design, structural calculations and construction practices are followed across the CO.
  6. Manage and/or ensure adequate contracts management with service providers. Oversee change requests, close out procedures and progress/final payments to the contractors in coordination with IOM administrative units including the Office of Legal Affairs (LEG).
  7. Directly supervise IOM engineers and construction support staff. Coach and mentor the staff under direct supervision.
  8. In coordination with the relevant colleagues, ensure that all relevant permits and authorizations are obtained from the local authorities and the donors to guarantee project implementation and good relations with the local government.
  9. Ensure the mainstreaming of Gender-Based Violence (GBV), Accountability to Affected Populations (AAP), Communicating with Communities (CwC) and other protection related aspects in every phase of the implementation of the unit’s activities in close coordination with the relevant colleagues.
  10. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Civil Engineering, Structural Engineering, Project Management or Construction Management or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • International experience in project management of large-scale international engineering projects, and post crisis humanitarian reconstruction and stabilization projects;
  • Experience in managing public infrastructure and community-led infrastructure projects such as schools, health centers, office buildings, road construction, irrigation projects, dams, water systems, etc.;
  • Experience working in South Sudan or similar protracted crisis-affected countries is an advantage; and,
  • Experience successfully managing large technical teams with multiple work streams.

Skills

  • Skills and experience in overseeing large scale international construction projects in complex contexts;
  • Knowledge of civil engineering design and project management software, tools and skills is required. Proficiency in AutoCAD is mandatory;
  • Demonstrated civil engineering design skills;
  • Ability to meet deadlines and deliver under pressure;
  • Demonstrated capacity strengthening skills and ability to provide on-the-job training; and,
  • Excellent organizational skills: ability to be flexible and work well under pressure in a fast-paced and detail-oriented team environment.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of Arabic is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
