General Information on the Mission

Context

 

Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organisation. PUI has been working in Iraq since 1983. Its core objective is to provide a humanitarian response to the needs arising from population displacements in Iraq, through reinforcement and strengthening of the existing health system, provision of Mental Health and Psychosocial Support (MHPSS), and by enhancing access to shelter, drinking Water, Hygiene and Sanitation (WASH). PUI is currently implementing Health, MHPSS, WASH and shelter projects in Federal Iraq and the Kurdistan Region of Iraq, through bases in Erbil and Baghdad.

 

 

Job description

Overall objectives

Infrastructure Rehabilitation Officer is responsible for effectively, and efficiently lead Infrastructure project(s) activities under the current grants. This will include authority engagement, community mobilization assessment, implementation, monitoring & supervision of climate adaptation and infrastructure rehabilitation interventions to ensure effective contribution and build the resilience of vulnerable communities affected by displacement and climate change in Iraq.

The projects’s objectives are to apply an integrated approach in different sites of Baghdad, Anbar and southern governorates of Iraq, including shelters, PHCCs, Hospitals, Schools and other social infrastructure with the most critical needs in terms of access to basic services, with a focus on those most affected by climate change, located in central and southern Iraq. The overall objective of this approach is to create a dignified and decent habitat for the most vulnerable communities, recognizing that living in dignity is not limited to shelter conditions, but also requires to belong to a   prosperous and stable community. Through this integrated approach, the shelter sector will be the front door to access target communities, and complementary activities will be integrated based on the specific needs of populations located in each target location.

General Objective:

–         To build the resilience of vulnerable communities affected by displacement and climate change in Iraq.

 

Specific objective:

–         Ensure decent and dignified conditions for displacement affected communities.

 

Project expected results:

–        The most vulnerable households live in decent and dignified conditions, protected from harsh weather conditions linked to climate change.

–        The communities of targeted locations strengthen the resilience to climate change.

 

 

Responsibilities and scope of duties

IMPLEMENTATION OF CLIMATE-FRIENDLY WASH & SHELTER PROGRAM

The Infrastructure Rehabilitation Officer will be responsibilities for climate-friendly rehabilitation and WASH activities. This will entail:

–         Organize and lead participate needs and technical assessment of WASH and Shelter facilities through appropriate methods individual/household interview, Key Informant Interviews, focus group discussion, community meetings, and other community mobilization activities

–         Working together with the community key persons to organize community support groups for vulnerable persons.

–         Mobilization and facilitating the engagements of local authorities, communities and relevant stakeholders during planning and development meetings, workshops and seminars.

–         Developing integrated messaging around project implementation methodology, scope of work, selection criteria and any other related project documents.

–         Assist the project manager to develop appropriate tool to implement various project modalities such as contractor driven, community driven, owner driven, tenant driven or mixed modality

–         Support the collection and documentation of impact and success stories as needed during and after the project.

–         Design and supervision of construction or rehabilitation of different infrastructure facilities including WASH, Shelter, schools and health facilities.

–         Technical training of community volunteers, members of WASH and shelter committees, governmental staff if needed.

–         Preparation of drawings, technical specifications and Bill of Quantity BoQs for all type of Infrastructure and rehabilitation works.

–         In collaboration with the project manager, prepare procurement Requests and support documents as per PUI policies and procedures.

–         Ensure community mobilization in targeted communities on the issues related to construction, operation and maintenance of rehabilitation activities.

–         Ensure that completion certificates are signed for all completed works and handed over to relevant stakeholders.

–         Work with community mobilisers to plan and support in delivering climate-driven awareness sessions and messages, and in the design of the IEC materials.

–         Identify capacity building needs, develop and undertake sensitization/mobilization activities and trainings.

–         Participate and contribute in project review meetings and regular stakeholder’s meetings happening in the program area.

MONITORING AND QUALITY ASSURANCE

–         Ensure that infrastructure construction and rehabilitation works are carried out according to BOQs, drawings, quality standards established by PUI through quality checklists.

 

 

–         Weekly reporting of data to follow up the standard project and strategic indicators (total project outreach, number and type of activities completed).

–         Weekly (or each time when necessary) written and oral report to line manager.

–        Preparation and sharing of feasibility and technical reports with public sector’s engineers if needed after consulting the project manager.

–         Ensure the quality and quantity of materials delivered to construction sites and maintaining proper record.

–         Ensure all safety measures are taken at site during construction work to avoid any incident.

–         Organize regular monitoring visits during and post-project implementation and regularly visit implementation sites to monitor and document day-to-day works and lessons learned.

–         Establish and maintain collaborative relationships with relevant partners and other project stakeholders working in the project areas.

–         Work with other team members (Health, MHPSS, Community Mobilizers) working in the same communities, to ensure the integration and complementary of the different sector of the intervention.

OTHER

–         Networking: Facilitate networking relationships and participation with wide stakeholders such as government, opinion leaders and other key partners at local level such as NGOs and CBOs.

–         Foster partnership with local institution in environmental conservation monitoring.

–         Ensures that correct logistics and administrative procedures are followed when implementing the above -mentioned project activities

–         Follows the security guidelines of PUI in all the activities implemented.

–         Commitment to continuous self-initiated and self-managed development of his/her professional skills.

–         Employee must possess a valid driving license and be willing and able to drive PUI vehicles for work-related purposes, particularly if the PUI driver is not available.

–         Travels on sites and driving required.

–         Other duties as assigned by the line manager.

–  External: WASH, Shelter, livelihood and Health actors and partner organizations, community level stakeholders

EDUCATION /TRAINING

– Bachelor/Graduate degree in Civil Engineering, Environmental or Mechanical Engineering or 2-3 years diploma in Civil engineering

PROFESSIONAL EXPERIENCE

– Humanitarian

– International

– Five Years practical experience in infrastructure, WASH and/or shelter rehabilitation.

– Experience in design and construction of WASH and Shelter Infrastructure;

– Experience in monitoring and evaluation of projects

– Experience in public health and mental health

– Technical

– Experience in community-based water supply, sanitation, Hygiene and Shelter programs.

– Experience in needs identification and prioritization for the poor rural and urban communities and of appropriate ways of tackling them. The post holder must be aware of and sensitive to the needs of women and marginalized groups in this context.

– Experience in working with the local communities in Iraq.

Experience in supervising a volunteer program

– Experience in working with an international NGO
