Job Summary

Under the general supervision of the Unit Chief of the Strategy and Work Program Unit in the Secretary’s Department (SECAISP), the Institutional Affairs Analyst contributes to the unit’s overall responsibility to formulate the Board Work Program and ensure its efficient implementation through the Board calendar, promote effective strategic interactions among the Board, management, and departments and contribute to consensus-building efforts. The analyst will work closely with the Immediate Office and provide support and coordination duties and assistance, as needed. The selected candidate would be expected to collaborate directly with other work units within the department, other departments, the Office of the Managing Director, and the Offices of Executive Directors with sound judgement, utmost discretion, and exceptional attention to detail. The selected candidate would also support the formulation, implementation, and assessment of the department’s Accountability Framework and budget, assist the department’s budget team, as well as contribute on HR-related matters, through the use of various IT applications and procedures.

Major Duties and Responsibilities

Specific responsibilities include, but not limited to:

 

  • Contributing to the Unit’s operations by helping to manage the Board calendar, including providing guidance to staff, management, and Executive Directors’ offices regarding Board meeting procedures, collaborating with the World Bank/World Trade Organization, Fund departments, and others on specific attendance matters, coordinating arrangements/requirements for Informal Board meetings, and ensuring quality control on formats/timing of Board meetings on IMF Connect.
  • Contributing to the formulation of the Board Work Program and its implementation, including preparing relevant notes, graphs, tables and boxes; performing data research/analytics and drafting explanatory narratives, including tracking experience with the Board’s New Ways of Working, contributing to presentations for use by the Unit, SEC senior staff, and the Executive Board; supporting the work of the Board’s Agenda and Procedures Committee.
  • Providing support to the Senior Budget Manager/Budget Officer on the formulation, monitoring, and implementation of the department’s budget, including for the Spring/Annual Meetings. This includes working closely with Budget team members and being responsible for providing analytical support to Budget Officer; as well as conducting analyses to support the determination of staffing, project, and discretionary dollar budgets.
  • Contributing to the work of the immediate office on Board-related matters and ad hoc projects.
  • Maintaining records and information, including information of a highly confidential nature. Respond to requests for general information related to the function and/or procedures of the department. Maintaining tracking systems and databases of operational and administrative activities.
  • Providing administrative/logistical support during Annual and Spring Meetings, including work related to the IMFC.
  • Contributing to the effective use of technology and information management in the department, including collaborating with IT teams on requirements, participating in user acceptance tests, and liaising with Executive Directors’ offices.
  • Leading the work in preparing a manual of the Unit’s operations.

Minimum qualifications

Educational development, typically acquired by the completion of a university degree in liberal arts, languages, business administration, information systems, economics, international relations, or a related field, supplemented by a minimum of three years of relevant work experience, or equivalent, is required.

 

In addition to the above qualifications, the requirements listed below are critical to the position.

 

  • Strong written and oral communication skills, and the ability to interact with the Office of the Managing Director, Offices of Executive Directors, and Fund staff at high levels with efficiency, tact, diplomacy, and attention to details.
  • Excellent organizational and logistical skills. Ability to work well under pressure, managing short deadlines, and a complex and demanding workload that requires utmost precision.
  • Self-driven with independent judgement and able to manage urgent day-to-day responsibilities as well as longer term independent projects.
  • Excellent interpersonal skills, the ability to work both independently and in close collaboration with other team members.
  • Institutional knowledge on the functioning of the Fund, Executive Board, the IMFC, and the Board of Governors is an asset.
  • Strong multi-tasking skills and the ability to prioritize and respond to a large variety of requests quickly and accurately.
  • Proficiency with the Board Calendar Management System, the Board Attendance System, IMF Connect, and related Board systems is strongly desirable.
  • Prior experience, and interest in manipulating and analyzing data for reporting.
  • A proven track record of strong data management skills is necessary; experience in PeopleSoft Financials (FACTS), TIMS and Excel, including the ability to compile and analyze data in these systems would be a strong advantage; good knowledge of the Fund’s budget and accounting procedures is desirable, high degree of accuracy, attention to detail, and initiative; and the ability to learn new systems quickly.
  • Proficiency in Excel, Word, Outlook, Teams, and other Fund platforms and ability to be creative in providing solutions using these platforms and apply IT skills in Windows applications as needed.
  • Ease in use of Tableau, Canva, or similar data visualization packages is desirable.
  • Knowledge and facility with FINPROD, Peoplesoft, Workday is desirable.
  • Flexibility in working hours and overtime (sometimes at short notice, including possibly over weekends).

Only candidates who are currently residing in the Washington DC metro area will be considered.

 

This vacancy shall be filled by a 3-year Term appointment in accordance with the Fund’s new employment rules that took effect on May 1, 2015. 

 

A regular staff member who is selected to fill the vacancy will maintain their open-ended status. If the selected candidate is a contractual employee, they will be offered a Term staff appointment. Staff members already on a term appointment will continue their current term but may receive an extension provided that their current term appointment has not already been extended.
