Plan International Poland, as part of the Ukraine Crisis Response strategy 2023-2024, has the ambition to amplify and add value to civil society partners’ integrated humanitarian programming aimed at reducing the vulnerabilities and risks that refugees, displaced and conflict-affected people are facing inside Ukraine and neighbouring host countries, particularly targeting girls, young people and minority or non-dominant groups, to increase their resilience, wellbeing, and agency.
To operationalize the strategy, Plan International Poland is looking to expand its footprint in the Civil Society Sector in Poland by creating synergies with Local Authorities, Foundations and Associations in Poland. The post holder will lead in mapping stakeholders, and relevant institutions and Civil Society Organizations (CSO) in Poland and maintaining information on the sector and any changes and emerging trends impacting delivery of Plan’s Ukraine Response strategy in Poland.
The Institutional and Strategic Partnerships Specialist will work closely with the Head of Mission to ensure that Plan International’s Poland strategy and priorities are met. The Institutional and Strategic Partnerships Specialist will contribute to identify local funding opportunities to secure income for projects. contributing to the quality delivery of our programmes. This position includes coordination and liaising with various partners and external stakeholders, consolidating current partnerships, and exploring new collaborations. This role encompasses working with various types of partners, such as, Youth Groups, Civil Society Organisations, Local Organisations, INGOs, UN Agencies, Government Ministries, Private Sector companies and more

Accountabilities:
Partnership and Development:

  • Lead in exploring and mapping various active local and international organizations, government authorities and research institutions with the aim of developing new key collaborations.
  • Assess existing Poland’s actors, Governmental policies, programmes, and initiatives in support for NGOs, aligned to Plan’s programmes.
  • Understand and map the legal framework for local fundraising in Poland.
  • Assess thematic focuses/sectors that are the most sought after in philanthropy and major giving in Poland.
  • Develop and maintain positive external relationships with the relevant local authorities.
Partner Assessment & Capacity Strengthening:
  • Lead on the due diligence process for potential partners, in coordination with relevant staff.
  • Ensure partner capacity building plans are defined based on partner assessment with input from relevant staff
  • Lead on the development, review and signature of Partnership Agreements, Memorandum of Understanding (MoUs) and amendments
Partnership Oversight and Monitoring:
  • Ensure that capacity strengthening plans are on track and that partnership monitoring tools are being appropriately used for all partners.
  • Coordinate and facilitate periodic partnership review meetings in line with Plan International’s partnership principles.
Partnership Framework and Learning:
  • Regularly evaluate Plan International’s partnership model, approach, and practices by conducting annual partnership mapping and surveys or consultations and feeding these learnings into programme design and management
  • Document and share best practices, lessons learnt and innovations on partnerships
  • Ensure that Plan International’s partnership principles are integrated across the work of the Plan International Poland
  • Develop and adapt tools as needed for the different stages of the partnership process and the different types of partners, and ensure their implementation across all partnerships
Representation and networking:
  • Support the Head of Mission in identifying opportunities to increase Plan Poland’s influence in Poland through developing meaningful working and collaborative relationships (government and civil society) to exchange knowledge.
  • Develop links with counterparts in other Ukraine Response countries (Moldova, Romania, and Ukraine) and in collaboration with the Head of Mission, maintain close working relationships with the support functions at the Ukraine Response Hub.
People management:
  • Ensuring productive working relationship within the program team and within the Poland office, between different colleagues
  • Overseeing effective and meaningful partnership building, communication and collaboration between Plan staff and its partners.
  • Participate as a core member of the Plan International Poland Country Management Team
  • Ensuring that the team comprehends and adheres to Plan’s key policies, values, and behaviours.
  • Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility.
  • This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures
Technical expertise, skills, and knowledge:
Essential Knowledge:
  • Proven background on partners management’ principles and best practices
  • Familiar with the localization principles and agenda
  • Familiar with sectors of Child Protection, Gender-Based Violence, Sexual and Reproductive Health Rights, Education and Youth Engagement
  • Good knowledge of financial reporting and management
Essential Skills:
  • Excellent ability to write reports and draft tools in English and Polish
  • Excellent knowledge on the context in Poland
  • Excellent skills in problem solving and mediation
  • Report drafting and review skills
  • Good facilitation skills and ability to facilitate meetings and trainings
  • Demonstrated ability to network and communicate with a variety of stakeholders and liaise with colleagues from different sectors and departments
Essential Behaviours:
  • Flexible work attitude and ability to work independently within a small team
  • Ability to effectively communicate with a diverse and cross-cultural audience
Essential Experience:
  • Professional experience in partnerships or grants coordination in an INGO
  • Experience working in partnerships, Government Institutions and Local Stakeholders, preferably on both the programmatic and financial sides of partnerships
  • Experience of working within teams
  • Experience working on projects targeting adolescents and youth, especially adolescent girls and young women is preferred
  • Experience of working in complex humanitarian settings
