Chemonics seeks an Institutional Behavior Change (IBC) Lead for the USAID-funded Egypt Water Resilience Activity. This 4-year (with a possibility of 1-option year) activity focuses on improving evidence-based policymaking for water and wastewater utility resilience, improving implementation of adaptation strategies at selected governorates, and increasing awareness about climate change in selected communities. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

The IBC Lead will report to the Chief of Party and will focus on increasing awareness of the impact of climate change on the wastewater sector and resilience approaches in selected communities. The IBC Lead will oversee three components linked to this outcome:

  • Component 1: Develop a comprehensive approach
  • Component 2: Utilize various methods
  • Component 3: Integrate awareness (water conservation, climate change impacts) into broader resilience efforts

Responsibilities:

  • Leading the identification and engagement of key stakeholders to support awareness-raising interventions by building upon existing relationships, conducting targeted outreach campaigns, and facilitating inclusive participation from community, national, and regional stakeholders
  • Supporting initiatives to facilitate collaboration between private and public stakeholders across Egypt and the broader Middle East and North Africa region
  • Establishing and managing relationships with relevant Egyptian ministries and other regulatory/implementation authorities to conduct capacity strengthening and organizational development activities, including institutional mapping exercises to establish clear management structures, responsibilities, and communication protocols
  • Developing and leading certified training activities with the staff of relevant Egyptian ministries and professionals throughout the water and wastewater sector
  • Create activity plans for institutional development in close coordination with the Chief of Party and other team Leads
  • Supervise technical staff within the Institutional Behavior Change Team
  • Provide guidance and recommendations for improvement efforts to integrate climate change awareness, water conservation and scarcity into educational curriculums
  • Represent the project at donor coordination meetings, workshops, and stakeholder engagements

Qualifications:

  • At least a bachelor’s degree or license in a relevant field, master’s preferred;
  • 7+ years of professional experience of increasing responsibility;
  • Extensive experience engaging Egyptian civil society organizations, and/or grassroots organizations in the Middle East and/or North Africa region;
  • Experience working with international donors and/or USAID strongly preferred;
  • Demonstrated ability to establish strong working relationships with government officials, NGOs/grantees, local media, the private sector, and other donors;
  • Firm grasp of SBCC implementation tools and techniques strongly preferred;
  • 5+ years of management/supervisory experience;
  • Demonstrated adaptive leadership skills, versatility, and integrity;
  • Strong writing and interpersonal skills;
  • Fluency in Arabic and professional proficiency in English are required.
