Position description

SoCha intends to submit a proposal for the USAID/Vietnam follow-on to the Learning and Knowledge Management (Learns) activity in the Republic of Vietnam. The purpose of the activity is to enable data-driven decision-making and evidence-based collaborating, learning, and adapting within and amongst USAID/Vietnam and its partners to improve program management and development impact in Vietnam. As development programs continue to adapt to the rapidly changing and dynamic operating environment in Vietnam, USAID/Vietnam requires access to up-to-date and on-demand contextual information, systems, and processes to coordinate timely programmatic responses, and qualitative and quantitative context data to advance the goal and development objectives of its 2020-2025 Country Development Cooperation Strategy. As information sources and data points continue to grow, the Mission also requires comprehensive knowledge capture, retention, transfer, and management practices to support evidence-based decision-making and efficiently and effectively facilitate M&E and CLA approaches within USAID/Vietnam and amongst implementing partners. Additionally, the Mission requires performance improvement services for its strategic partners and an approach that fundamentally ensures responsiveness to program participant feedback regarding USAID’s assistance.

Scope of Work

The Institutional Learning Advisor / Technical Director (ILATD) will report directly to the Chief of Party. The proposed roles and responsibilities of the Technical Director are as follows:

  • Responsible for leading and managing the technical work related to monitoring, evaluation, and learning under the resulting task order.
  • Assist the Chief of Party (COP) in performance management systems, financial management, and timely completion and submission of all activity deliverables.
  • Play a key role in the institutionalization of the project’s learning goals within USAID/Vietnam and other stakeholders.
  • Support USAID/Vietnam in continually enhancing its strategies and programs based on evidence and feedback.
  • Support the recruitment and outreach to identify a wide pool of technically sound local and international evaluators and MEL specialists.
  • Ensure that USAID/Vietnam’s programs evolve and adapt to achieve greater impact and sustainability.
  • Ensure that the short-term technical experts and team members recruited under this contract are of a high caliber and possess commensurate technical expertise.
  • Assume overall responsibility for the activity in the absence of the COP, serve as focal point for the technical work request systems shared with USAID, and manage the overall delivery of work requests within the team.

Minimum Qualifications and Experience

  • Master’s degree (or an additional 5 years of work experience in lieu of a master’s degree) in international development, project management, statistics, economics, or other relevant social science field.
  • A minimum of eight (8) years progressively responsible professional experience in relevant international development projects.
  • Thorough technical knowledge of monitoring, evaluation methods, and performance management.
  • Strong understanding of how MEL and collaborating, learning, and adapting improve USAID’s programs and expertise.
  • Managerial and operational experience, and preferably experience in supporting complex activities involving coordination with multiple program partner institutions.
  • Strong interpersonal and oral communications and presentation skills.
  • Experience working with a diverse group of stakeholders, including donor/development organizations, government officials, civil society leaders, community leaders, and project beneficiaries.
  • Fluent Vietnamese and English.
