Institutionalizing an integrated agricultural insurance agenda to create an enabling environment for the development of sustainable agricultural insurance markets, de-risking the agriculture sector.
This assignment seeks to study governments’ journey, from developed and developing countries, on the institutionalization process of their agricultural insurance agenda, specifically in the transition from projects or pilots to national agricultural insurance programmes. The assignment will also identify successful factors and market dynamics that put governments on the driving seat of the institutionalization process of their agenda. The role of private sector from insurance industry, donors, foundations, and overall technical and financial partners in supporting the market with the institutionalization process will also be assessed. The assignment will be structured on four categories of work: i) policies, ii) regulation, iii) programmes (products and partnerships), and iv) financing.
This assignment will produce the following outputs:
A. A 360-degree strategy for policy makers to lead the institutionalization process of their agricultural insurance agenda, containing technical guidance on policies, programmes, financing, and regulation; and a detailed list of references for mentioned country examples.
B. A short manual to provide specific guidance on how to adapt and implement the 360-degree strategy to specific country context and market dynamics.
C. A capacity development programme guidance document for policymakers on policies, programmes, financing, and regulation.
The outputs will be disseminated through a global platform, currently on an early design stage, and will be available, as a public good, to the benefits of policymakers who want to engage with their governments and agricultural insurance markets worldwide. From the second half of 2024, the 360-degree strategy and training outline will be adapted to specific country context and pilot tested in at least four countries where broader in-country implementation is fully lead by UNDP Country Offices.
