Job Description

Job Overview: The IRC in NY is seeking a candidate to join an exciting and groundbreaking program for asylum seekers in the New York City area through a pilot program funded by the US Department of Homeland Security (DHS) with oversight by the DHS Office for Civil Rights and Civil Liberties (CRCL). This new initiative the Case Management Pilot Program (CMPP) will provide case management and associated services and meaningful links to legal assistance to non-detained non-US citizens in immigration removal proceedings and could have national implications for the treatment of asylum seekers and others facing removal in the US.

The Intake and Outreach Coordinator supervises two Intake Specialists and oversees CMPP project activities from client outreach to enrollment. The Intake and Outreach Coordinator devises and implements systems to identify and screen eligible participants, share up-to-date information about programs, connect eligible community members with IRC services, and refer them to external service providers. This role additionally leads program orientation sessions and other outreach efforts to prospective clients and partner organizations to provide program information and review participant eligibility requirements. The Intake and Outreach Coordinator will report to the Senior Manager of Asylum Programming at IRC in NY.


Major Responsibilities:

Operations 

  • Guide the successful implementation of walk-in, referral and enrollment operations for the Case Management Pilot Program, ensuring achievement of key program targets and compliance with contract requirements.
  • Oversee client screening and enrollment into programs for which they qualify and referrals of ineligible clients to community resources such as local departments of social services, shelters, food banks, crisis centers, and others as applicable.
  • Devise client-friendly program and referral materials, in collaboration with co-workers and in accordance with project requirements.
  • Maintain up-to-date knowledge and eligibility criteria for CMPP Asylum Seekers Case Management Project and other IRC in NY Asylum Programs.

Outreach and Partnership Building 

  • Manage program outreach efforts with service provider agencies and potentially eligible program participants, providing information and orientation sessions detailing program information and participant eligibility requirements.
  • Identify and maintain relationships with local government and community-based organizations with the goal of building outreach and referral relationships.

Documentation, Reporting and Contract Compliance

  • Ensure that outreach, screening, and enrollment efforts are documented and maintained in compliance with established requirements. Input client information in database(s) and assist with tracking and reporting as needed.
  • Guide the timely implementation of program updates as needed; communicate program needs to management team.
  • Assist with the preparation for all monitoring visits including IRC, state, and federal agencies.

Staff Supervision and Other Responsibilities

  • Cultivate a respectful, supportive, and inclusive environment for team members and clients.
  • Recruit, train, and manage team in accordance with IRCs People Manager Standards.
  • Provide oversight of Intake Specialists, maintaining close communications regarding day-to-day activities and challenges.
  • Carry out timely, professional interventions to ensure responsive, appropriate, and client-centered interactions.
  • Represent IRC in public, professional, and governmental forums as needed.
  • Other duties as assigned.


Education: Bachelors degree in social work or related field of study preferred.

Work Experience:

  • Minimum two to three years of related professional work in human services, research, and/or evaluation.
  • One to two years of experience supervising, supporting, and training staff strongly preferred.
  • Experience working with asylum seekers, refugee and/or immigrant populations strongly preferred.

Demonstrated Skills and Competencies:

  • Excellent organizational, record keeping, and analytical skills, with an eye towards building systems and ensuring efficiencies.
  • Self-starter with excellent problem-solving skills combined with the proven ability to multi-task, prioritize duties, and manage time effectively.
  • Demonstrated ability to work effectively as a team member in a multi-cultural environment.
  • Excellent written and oral communications skills in English; fluency in Spanish highly desired.  
  • Strong relationship building, diplomacy, and networking skills; ability to effectively build internal and external relationships.
  • Attention to detail and accuracy in work product.
  • Proficient in Microsoft Office applications (Word, Excel, Outlook); ability to use the internet and other digital tools for data entry, research and problem-solving purposes.

Working Environment: 

  • A combination of standard office environment, remote work, and field time within the service delivery area to perform the above outlined responsibilities.
  • May require occasional weekend and/or evening work.


Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget.  Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
