Job Description

The Integrated Protection Coordinator (IPC) is responsible for facilitating the design and delivery of high-quality Violence Prevention and Response (VPR) services, both direct and partner-led, to address protection risks and barriers. This includes general protection, prevention and response to gender-based violence, and child protection programming.  The IPC will ensure services are of quality, inclusive, and in line with IASC guidelines and humanitarian principles and interagency protection standards and guidelines.

The Integrated Protection Coordinator reports to the Senior Programs Coordinator. The position will work closely with program sector leads, MEAL (Monitoring, Evaluation, Accountability, and Learning), Partnerships, Finance, and Operations departments. The IPC will also engage regularly with regional Technical Advisors from the Women’s Protection and Empowerment (WPE), Child Protection (CP), and PRoL (Protection Rule of Law) programs.

RESPONSIBILITIES

Program Design and Management

  • Provide strategic direction, leadership, and overall technical management of CIR’s direct and partner-led protection programming, ensuring program quality, based on areas of highest impact, highest needs, emerging risks, CIR’s added value, and alignment with minimum standards and approaches.
  • Lead and directly contribute to the design, start-up, implementation, and coordination of CIR’s protection programming, potentially including Child Protection, Women’s Protection and Empowerment, and Protection Rule of Law interventions.
  • Ensure projects and activities are of high technical quality, meet humanitarian standards, mainstream protection, align with CIR’s Strategy, and respond to community and monitoring feedback.
  • When relevant, ensure integration of CP, WPE, and ProL program interventions to promote holistic service provision and best outcomes for the target population.
  • In collaboration with the MEAL department, ensure safe and ethical data collection, storage, management and sharing standards are in place for both direct and partner-led implementation, safeguarding personal information.
  • Directly participate in Partner Capacity Analysis (PCAs) and the subsequent development of partner support plans for protection program activities and technical capacity strengthening.
  • Adapt CIR direct implementation tools and systems for context and partner use in line with identified needs and requests.
  • Lead technical trainings on key program interventions and approaches (for CP, WPE, ProL) targeting program and partner staff.
  • Working closely with the Partnership team, ensure adequate support to partners to facilitate quality program implementation and provide capacity development, where needed.
  • Develop and/or adapt technical tools and approaches, and deliver creative solutions to mitigate challenges in the operating context, to facilitate response start-up and day-to-day implementation.
  • Lead assessments and context-appropriate research aimed at generating a strong evidence base for CIR protection programming, as well as informing CIR advocacy.
  • Liaise with CP, WPE and ProL Technical advisors to ensure relevant support, tools and resources are being provided and integrated into programming.

Grants and Financial Management

  • Manage grant/program implementation, including recruitment and training, work plan development, procurement and inventory planning, budget management, and Project cycle meetings (PCM)
  • In collaboration with program, finance, HR, and Supply Chain departments, ensure smooth management, implementation, integration, and compliance of project work plans and budgets with the best use of resources across activities and delivering on time, to scope and within budget.
  • Develop high-quality technical proposals and reports with relevant program and partner staff in line with CIR and donor requirements, ensuring alignment with country’s Strategic Action Plan and relevant Theories of Change from the CIR’s Outcome and Evidence Framework (OEF)
  • Oversee CIR’s partnerships, ensuring co-design, regular exchange, and project performance monitoring to achieve program objectives, in lines with CIR’s PEERs (Partnership Excellence for Equality and Results System)
  • Review partner technical tools, reports, and data; recommend adaptations or process improvements as required.
  • Collaborate with CIR grants and finance staff to finalize proposals, reports, and respond to any requests for additional information.

Staff Management

  • Recruit, onboard, and supervise protection staff, and provide targeted capacity building and professional development as needed, including technical guidance, on-the-job coaching and supervision, and capacity development plans on technical and managerial skills.
  • Coordinate performance management within the department and ensure a culture of high performance through staff engagement and accountability.
  • Maintain open and professional relations with team members, promote a strong team spirit, and provide oversight and guidance to enable staff to perform successfully in their positions.

Coordination and Representation

  • Actively develop and maintain effective working relationships with key actors, including donors, government actors, UN agencies, international and local NGOs, and other relevant actors
  • Regularly participate in GBV, CP, Protection sub-clusters and other relevant coordination and task force meetings, at appropriate levels.
  • Ensure protection concerns and challenges are brought to relevant fora to advocate for standards and procedures that systematize how integrated protection programming is implemented and coordinated at the field level.

Other

  • Other relevant duties as assigned by supervisor to further CIR programs.

Qualifications

QUALIFICATIONS AND SKILLS

  • Education in social work, psychology, or another related field
  • At minimum of 6 years of progressively professional experience in the protection sector (inclusive of general protection, women’s protection and empowerment, and child protection), of which, at least 3 years of experience working in the development/humanitarian sector.
  • A minimum of 3 years of program and team management experience
  • Languages: Spanish is required, and English is strongly preferred
  • Familiarity with key donor regulations.
  • Demonstrated experience in staff supervision, capacity building, and training.
  • Strong program/technical, proposal writing, and budget management skills, planning, reporting, monitoring, and evaluation skills.
  • Proven experience in implementing programs under grants, including high-quality donor reporting and proposal development.
  • Prior experience collaborating with and supporting local partner organizations.
  • Prior experience in humanitarian work in Venezuela is preferred.
  • Exceptional advance planning and organizational skills. Able to effectively prioritize and follow multiple activities and deadlines simultaneously. Highly organized with close attention to detail.

WORK ENVIRONMENT

  • Standard office work environment
  • Frequent national travel required (1 – 3 weeks per quarter)
  • Some international travel as needed.
