The United States Agency for International Development (USAID) is funding an opportunity that aims to strengthen physical rehabilitation services that are inclusive of Assistive Technology (AT) to address the physical rehabilitation needs of all Ukrainians in the short and long-term.

International Medical Corps seeks an experienced and strong candidate with a proven track record in physical therapy and rehabilitation (PTR) services to serve in the role of Integrated Rehabilitation Services Director for an upcoming Request for Proposal in Ukraine

JOB SUMMARY

The Integrated Rehabilitation Services Director will serve as International Medical Corps (IMC) senior representative in the consortium and oversee Objective 2 interventions. This position will be primarily responsible for leading the technical direction and oversight for the project’s technical activities, ensuring an integrated vision among different objectives. The role will apply their expertise and experience to realize the projects’ vision and strategy by providing leadership for the overall management, operations, and implementation of the project.

The Integrated Rehabilitation Services Director will serve as the primary liaison with key stakeholders and leading the relationship with the prime organization and other consortium members on behalf of IMC. The position will lead a senior team of technical and operational experts to ensure the project’s implementation is sufficiently supported and able to achieve project deliverables. The Integrated Rehabilitation Services Director will also have technical leadership and oversight of the project to ensure quality control and efficiency of project activities in line with globally recognized standards and latest evidence. The position will also coordinate closely with senior leadership in the Ukraine country mission and the organization’s global operational, technical and program teams. They must have an appropriate balance of technical team leadership and interpersonal skills and experience.

MAIN TASKS AND RESPONSIBILITIES

Technical Leadership and Project Management
· Provide leadership and conceptual guidance for the strategy and implementation for the Objective 2 technical component of the project.
· Develop and execute overall project strategy, work plan and budget to achieve project results, including the day-to-day management and operations such as financial management, and reporting.
· Provide technical direction that ensures Objective’s 2’s implementation and management plans are consistently technically sound and aligned to the aims of project objectives, needs identified, and expected results.
· Lead overall strategy, management, and operations for the project making key decisions, mitigating risks, and ensuring the integrity of the project’s timely implementation.
· Lead technical and operational planning and strategic communications for Objective 2.
· Lead regular reviews of deliverables, project practices, tools and achievements against programmatic targets and quality standards; integrate learning and adaptation for continuous performance improvement informed by an effective use of data.
· Identify issues and risks related to project implementation in a timely manner and ensure appropriate program adjustments.
· Lead collaboration and coordination across IMC’s team and in collaboration with other consortium members to ensure results-oriented directions, targets, deliverables, internal control standards, and measurement plans are technically sound, adhered to, and aligned with project requirements.
· Lead the effective implementation of and adherence to all International Medical Corps’ policies, prime organizations and donor’s requirements across IMC-led interventions.
· Ensure that contract, finance, and grants administration functions are in full compliance with both USAID and IMC policies and procedures and are well supported with effective systems and procedures.

Senior Coordination and Representation
· As the project’s primary focal point for IMC, manage key relationships with all levels of relevant stakeholders (prime organization and consortium, country leadership and Ukrainian government stakeholders), as well as required by the aims of the project.
· Represent the project within International Medical Corps’ global portfolio; facilitate and ensure internal cross-departmental support consistently meets the needs of the project and its team; cultivate and maintain positive working relationships with relevant International Medical Corps’ staff across relevant departments such as International Programs, Technical Unit, Grants and Contracts Managements, Global Communications, and more.

Human Resources Management
· Supervise technical staff, as appropriate, to ensure activities are on track and meet the project’s technical quality standards and ensure that they are delivered on time and within budget.
· Ensure that the project team and is properly onboarded, roles and responsibilities are properly assigned, and the team is able to implement the agreed project deliverables.
· Develop support strategies for staff, foster teambuilding, and introduce principles of self-care.
· Provide supportive and constructive feedback and conduct regular performance appraisals.
· Ensure project staff adhere to and are supported by any established dotted-line supervision with broader departments.

Security and Conduct
· Provide leadership for the coordination of the project with the global and mission-level lead safety and security focal points; ensure that the project’s implementation strategies and risk mitigation approaches align with IMC’s safety and security plans.
· Contribute to the positive image and overall credibility of the project and organization, notably through adherence to the Code of Conduct and Ethics, including compliance with anti-harassment, safeguarding and PSEA policies.
· Ensure that team members are properly trained in security and conduct protocols and policies, put in place systems to support staff wellbeing, safety and security are in place, and measures to support accountability to beneficiaries are effectively integrated and prioritized throughout the project.

MINIMUM QUALIFICATIONS
· Typically, a master’s degree in physical rehabilitation/physiotherapy is essential. Experience in Public Health preferred.
· The ideal candidate must be a recognized technical leader in physical rehabilitation service provision, persons with disabilities and social work. Having the capacity to successfully interact with host country agencies, development partners, civil society and community-based organizations is essential.
· Ideally 12+ years of relevant and progressive experience managing high-value, complex, multi-year, multi-partner projects implemented in international development and/or humanitarian settings, including at least 7 years in a senior-level position providing technical assistance and managerial oversight.
· Demonstrated experience designing and managing projects with focus on PTR service delivery and systems strengthening, working with people with disabilities (PWD) in healthcare settings and capacity development.
· Proven experience cultivating and managing consortium, host-country, and muti-lateral agencies relations.
· Experience providing technical direction, assistance, and oversight for project implementation, measuring performance against targets, as well as leading any necessary training and mentoring staff, partners, and key stakeholders.
· Experience leading and/or supporting PTR sector initiatives, reflecting a deep understanding of the technical priorities in conflict and early recovering settings.
· Demonstrated experience managing teams, employing both in-person and remote management approaches to supervision of staff in various locations.
· Professional technical knowledge and expertise in PTR and necessary structures and interventions to strengthen the systems in conflict affected areas. Knowledge of existing health structure and ongoing reform and recovery of Ukrainian’s health care system a plus.
· Strong leadership and management skills with proven ability to lead and motivate multidisciplinary and multicultural project teams.
· Proven strong team management skills.
· Demonstrated strategic thinking, creativity, acute problem solving, and analytical skills.
· Knowledge of foreign aid architecture, including humanitarian and development funding mechanisms.
· Strong interpersonal and communication skills, both oral and written.
· Strong familiarity with USAID rules and regulations, including monitoring related compliance and mitigating risks.
· Fluency in written and spoken English required; language skills in Ukrainian and/or Russian a plus.
