Introduction

UNDP invites interested and eligible suppliers to submit Expressions of Interest (EOIs) in respect of provision of the requirements described below. The purpose of the REOI is to identify suppliers that wish to participate in a forthcoming solicitation process.

Please indicate whether you intend to submit a bid by creating a draft response without submitting directly in the system. This will enable the system to send notifications in case of amendments of the tender requirements. Should you require further clarifications, kindly communicate using the messaging functionality in the system. Offers must be submitted directly in the system following this link: http://supplier.quantum.partneragencies.org/ using the profile you may have in the portal.

The European Union – Philippines Green Economy Partnership (EU-GEPP) is a joint initiative between the European Union and the Government of the Philippines to support the country’s transition toward a circular and green economy. The programme supports national and local government units in strengthening environmental governance, improving resource efficiency, and promoting sustainable waste management systems.

Under the Green Local Government Units (Green LGUs) component, implemented by UNDP Philippines in collaboration with national government partners, selected LGUs are supported in developing and implementing circular economy solutions that enhance waste diversion, resource recovery, and inclusive livelihood opportunities.

As part of this initiative, UNDP is supporting multiple LGUs in strengthening their waste management systems and circular economy infrastructure. Two priority interventions currently under preparation include:

Ø  Lot 1: Iloilo City – Calahunan Materials Recovery Facility (MRF)
Development of an integrated waste sorting and processing system to improve waste diversion, material recovery, and operational efficiency of the city’s MRF.

 

Ø  Lot 2: Pasig City – Innovation and Circular Economy (ICE) Hub
Enhancement of the existing facility by introducing an integrated plastic recycling line to enable higher-value processing of plastic waste, including recovery, cleaning, and transformation into reusable products.

 

Preliminary technical assessments and consultations have identified opportunities to increase processing capacity, expand recycling capabilities, and introduce appropriate technologies to support circular-economy objectives.

The proposed interventions are expected to contribute to:

·        Improved waste diversion from disposal facilities

·        Enhanced efficiency of MRF operations

·        Increased recovery and value of recyclable materials

·        Development of circular economy products (e.g., plastic boards, recycled materials)

·        Strengthened LGU capacity for sustainable waste management

To support the preparation of a potential procurement process, UNDP Philippines is conducting this EOI to identify qualified suppliers, manufacturers, and technology providers capable of delivering the required systems and services.

The information gathered will inform the development of technical specifications, packaging strategy (lots), and procurement approach for a subsequent solicitation process.
