Position description

This position is part of the Defense Human Resources Activity, Defense Human Resources Activity. The incumbent will be responsible for participating in managing, planning, designing, and conducting surveys; and to apply the theories, methodologies and advanced social science analytic techniques of statistics, personnel psychology, sociology to studies analysis and program evaluations of DoD management policies.

This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) “Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense,” dated October 15, 2021.

As a Interdisciplinary at the GS-0180/0184/1530-7/9/11 some of your typical work assignments may include:

  • Participates in all technical aspects of designing and executing career decision-making studies related to the Military, including large-scale studies involving complex sample survey design and appropriate analytics (e.g.,Taylor-series linearization estimation of standard error).
  • Participates in all technical aspects of survey design and application.
  • Assists in the preparation of detailed research plans and administrative and technical documentation that includes identification of specific variables to be studied, design of the specific research approach and methodology to be used, and how the findings are to be presented and defended as necessary.
  • Performs and/or oversees analysis of data which includes developing analysis criteria, determining the degree of statistical sophistication to be employed, and evaluating the quality of the data; experience with statistical software packages such as SPSS, SAS, STATA, and/or R is essential to these tasks.
  • Coordinates between contractors and internal study team leads to facilitate the efficient and accurate development of research products, using strong oral communication and project management skill sets.
  • Writing reports, preparing briefings and presenting results that describe the completed research for technical and nontechnical audiences.
  • Reviewing reports of other researchers and contracting personnel for quality, accuracy, professional standards, and compliance with regulations.

Qualifications

This position has an education requirement:
For the Psychology (0180) Series: A degree with a major or equivalent in psychology for all specializations except clinical psychology and counseling psychology.

For the Sociology (0184) Series: A degree in sociology; or social psychology or political science that included at least 24 semester hours in sociology. OR A combination of education and experience: courses equivalent to a major in sociology (i.e., at least 24 semester hours), plus appropriate experience or additional education.

For the Statistician (1530) Series: A degree that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics) and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering: or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing. OR A combination of education and experience – courses as shown above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

AND

You may qualify at the GS-07, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-05 grade level in the Federal service or equivalent experience in the private or public sector as listed below:

  • Collaborate with a team on technical aspects of designing and executing career decision-making studies related to the Military, including large-scale studies involving complex sample survey design and appropriate analytics (e.g.,Taylor-series linearization estimation of standard error)
  • Collaborate with a team in all technical aspects of survey design and application.

You may qualify at the GS-09, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-07 grade level in the Federal service or equivalent experience in the private or public sector as listed below:

  • Participates on technical aspects of designing and executing career decision-making studies related to the Military, including large-scale studies involving complex sample survey design and appropriate analytics (e.g.,Taylor-series linearization estimation of standard error)
  • Participates in all technical aspects of survey design and application.

You may qualify at the GS-11, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service or equivalent experience in the private or public sector as listed below:

  • Assists on technical aspects of designing and executing career decision-making studies related to the Military, including large-scale studies involving complex sample survey design and appropriate analytics (e.g.,Taylor-series linearization estimation of standard error)
  • Assists in all technical aspects of survey design and application.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. If you cannot obtain your graduate school’s definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
