This position is located in the Washington, DC Commuting Area in the Bureau for Management, Management Services, (M/MS). Located at USAID Annex Project. Address: 500 D St SW, Washington, District of Columbia, United States, 20024, at the U.S. Agency for International Development (USAID).

Duties

  • Supervises employees at the GS-14 level and below. Provides administrative and technical supervision for accomplishing the work of the unit. Performs the administrative and human resource management functions relative to the staff supervised.
  • Oversees and manages all aspects of space planning, design layouts, contract monitoring, and project planning for the M/MS/HMD Space Planning Team at USAID’s Domestic Offices.
  • Function as a Project Manager (PM), responsible for coordinating, tracking, and monitoring specific customers’ program-wide needs and schedules. Functions as a Contracting Officer’s Representative (COR) for high priority, large projects.
  • Is a subject matter expert in interior design and provides expert, authoritative advice to high-level management officials on all interior design and space planning matters, represents USAID in new construction and renovation projects.
  • Is an authority on AUTOCAD software and prepares space plans, design feature drawings or sketches, change drawings, and design specifications for proposed space which demonstrate state of the art solutions to space usage.
  • Participates in professional seminars, industry symposiums and other meetings, conferences and/or programs to ensure that the latest interior design principles and techniques are incorporated into project definition, documentation, and execution.

Qualifications

Specialized Experience:
GS-14:
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. One year of specialized experience refers to full-time work; we consider a part-time job on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (a) Experience as a Contracting Officer Representative (COR) (b) Experience in Computer Aided Design (CAD), Computer Aided Facility Management (CAFM) or similar systems AND (c) Experience in purchasing commercial office furniture from GSA or commercial vendor such as Miller Knoll, HON or other vendors on the GSA schedule.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position’s duties to be filled, including volunteer experience.

CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities that clearly exceed the position’s minimum requirements. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned a score of 85 or higher; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.

A well-qualified candidate will not necessarily meet the definition of highly or best qualified when evaluated against other candidates who apply for a particular position. Selecting officials will document the job-related reason(s) for qualification determinations in the absence of selective and quality ranking factors.

Education

This position does not have a positive education requirement. Therefore, no transcripts are required.

Time-in-grade requirements must be met by the closing date. This means that you must have served at least 52 weeks at the next grade level (or equivalent) below the grade advertised on this vacancy announcement.
