Better with water, formerly “Eau et Vie” (E&V), is an international solidarity organization which implements WASH programs in the Philippines since 2008 through its local social enterprise (SE), formerly Tubig Pag-Asa (TPA), and its local non-governmental organization (NGO), formerly Water and Life (W&L).
Better with water ensure increased access and the local management of water in urban slums. Its mission is part of a global vision of urban integration where the core of the action is: affordable paid supply of drinking water at home by ensuring the participation of the entire community as the key to improving the living conditions of the poorest.
Better with water works at the local, regional and international levels with operators and public institutions to establish an effective collaboration by bringing various stakeholders together as well as reports on social impact including the effectiveness of its socioeconomic model. Community empowerment, awareness raising with authorities, firefighting, hygiene education, and systemic waste and sanitation diagnostics are at the centre of the model which is inseparable from the implementation of the affordable paid supply of safe drinking water at home.
In 2024, better with water launches the “Intermediary Bodies / Marginalized Groups / Gender” (IBMGG) pilot project. It aims to support urban poor communities in dealing with issues and gaps related to essential services, especially in the sectors of water, sanitation and hygiene (WASH), with the support of local Government Units such as the Municipality and the Barangay. The project will be implemented in partnership with the AFD (Agence Française de Développement – “French Development Agency”).

1.1. Responsibilities of the consultant
More specifically, the consultancy is structured around 3 compulsory phases and 1 optional phase:
Phase 1: Preparation and development of the overall methodology
- To review the existing lists of registered intermediary bodies and groups at the Municipality and Barangay level;
- To review the policies and measures concerning the various groups at the Barangay level, if any;
- To assess their relevance to urban poor communities in the targeted area of intervention;
- To review the internal better with water documentation and results of the survey conducted;
- To design an appropriate methodology adapted for the 4 areas.
Phase 2: Conduct of capacity building workshops and training sessions
- To assess the training needs and interest of the pre-identified representatives of the intermediary bodies;
- To assess the capacity building needs and interest of the pre-identified representatives of the marginalized groups;
- To build a training and capacity building action plan for the selected stakeholders / representatives / leaders
- To conduct the training sessions and capacity building workshop as per the action plan
Phase 3: Creation and orientation of the Residents’ Committees in each area
- To support the organization with the identification among the trainees of the most relevant committee members;
- To formally create the Residents’ Committee and establish the rules of its operation
- Conduct orientation sessions on the supply of WASH essential services.
OPTION: Phase 4: Monitoring of the replication in 3 (or 4) other branches / 22 intervention areas
- To review the implementation of the pilot project in Cebu branch
- To give recommendations for the improvement in the other branches (Cavite, Mandaue, Leyte)
- To monitor and guide the Project Manager in the overall replication
1.2. Timeline
The consultancy (phases 1-2-3) will be for a period of seven months, with a total 46 estimated working days. The consultant will prepare a methodology adapted to the desired outcomes, but he/she can follow the provided timeline (table below):
The optional phase will be for a period of twelve months, with a total 22 estimated working days.
1.3. Deliverables
The expected deliverables of this consultancy are the following:
- A detailed methodology guideline established according to the hereby TOR and the existing documentation shared by the organization (expected end of June 2024).
- Capacity building and training plans for each targeted body and group
- A set of training and workshop materials, including slide presentations, tools and interactive activities detail sheets, as well as all the necessary documentations for the further replication
- Reports of capacity building workshops and training sessions in the 4 areas, including recommendations for a further replication.
- Final reports of the 4 areas, including details of what has been done with timeline, success and challenges encountered, as well recommendations for improvement (expected end of November 2024).
2. PROFILE
The consultant should possess the following qualifications:
- Advanced degree in social sciences, social work, gender studies, international development/ WASH/
- Rights Based approach/Community Empowerment or related field
- At least five years of experience in Capacity Building, developing and implementing Capacity
- Building activities for local grassroots organizations including field work experience with urban poor communities;
- Previous experience in developing training materials and manuals
- Ability to utilize various capacity-building training techniques.
- Excellent facilitation and communication skills
- Experience in participatory approaches
- Builds strong relationships with stakeholders, focuses on impact and result and responds positively to feedback;
- Consistently approaches work with energy and a positive, constructive attitude;
- Demonstrates openness to change and ability to manage complexities

3. THE PRESENTATION OF BIDS
The consultant should submit an application composed of 2 parts:
- A Technical Proposal: understanding of the assignment, detailed methodology matching the requested outputs, required technical information, work plan, resume of the consultant highlighting his/her relevant skills, resume of any other expert (if any) with whom the consultant plans to work with for this assignment, proof of legal registration, any other supportive documents.
- A Financial Proposal: detailed all-inclusive budget that outlines the costs of the consultancy, including professional fees (including VAT & TAX), travel expenses, and any other relevant costs. A detailed breakdown of costs will be appreciated, showing the daily rate and exact number of working days.

Each candidate should appear only in one proposal and must avoid submitting multiple proposals for themselves and / or as part of a team.
The payment schedule will be determined in negotiation with the selected candidate / agency and will be stated in the final contract.
The bids will be evaluated based on the weighted scoring system developed according to the following criteria:
Technical criteria: 80 points
o Clear and detailed methodology, adapted tools: 30 points
o Realistic work plan: 20 points
o Experience and qualification of the applicant: 30 points
Financial criteria: 20 points
The optional phase will be analyzed as part of the call for tender. Better with water will decide to conduct during the comparison of the proposals and the selection of the consultant, considering both the technical and the financial aspects.
Better with water reserves the rights to remove an application if it does not fit the technical or financial expectations, without giving any further explanations.
