1. Internship Topic
Youth Engagement in ADB Operations

The internship topic is meaningful youth engagement in ADB operations, with the key deliverables being a mapping and gap analysis. Meaningful youth engagement is one facet of the commitment in ADB’s Strategy 2030 (2018) to strengthen collaboration with civil society organizations in designing, implementing and monitoring projects. ADB’s Midterm Evaluation of Strategy 2030 (2024) identified resilience and empowerment as one of five new areas of accelerated work that can guide strategic decision-making and address the growing development challenges in Asia and the Pacific, including climate change. The Resilience and Empowerment focus area calls for wider and deeper engagement with existing and emerging partners, highlighting both civil society and the most vulnerable citizens as particular areas of focus. Youth-led and youth-focused organizations represent vulnerable citizens and are a key sector within civil society. The importance of meaningful youth engagement has also increased as ADB becomes the climate bank of Asia and the Pacific, committed to delivering $100 billion of climate finance from 2019-2030. The new ADB Civil Society Approach: An Operational Approach to Enhanced Engagement, 2025-2030 established that engaging with youth-led and youth-focused civil society will help deliver the New Operating Model’s Climate Change Shift, given the disproportionate impact of climate change on Asia and the Pacific’s young people, rise of youth climate justice movements, and push toward localization of climate financing. Similarly, ADB’s Climate Change Action Plan (2023) articulates the centrality of engaging with young
people to deliver the just transition, building green skills and green jobs, and promoting nature-based solutions.

2. Summary of Job Description
The Intern will be responsible for driving forward analysis that will strengthen ADB’s commitment to meaningful youth engagement in operations. The Intern will be responsible for delivering a mapping of existing ADB projects with meaningful youth engagement elements, mapped both regionally and sectorally, complete with a gap analysis. This mapping will enable CCSD to identify which sector groups and regional departments require additional knowledge and technical support on meaningful youth engagement, helping to deliver the findings of the Midterm Evaluation of Strategy 2030 and the New Operating Model’s Climate Shift. The Intern will build knowledge amongst ADB staff through a presentation of the research findings, outlining the relevance of meaningful youth engagement and highlighting ADB’s strengths across its portfolio, and identifying areas where increased focus is justified.

Following an induction program the specific tasks the intern will complete, with the support of CCFE’s Senior Social Development Specialist, include:
• Finalizing Terms of References (TORs) for the mapping and gap analysis
• Identifying and conducting key informant interviews
• Working with the Procurement, Portfolio, and Financial Management Department (PPFD) and NGO and Civil Society Center (NGOC) Meaningful Youth Engagement Consultant to extract procurement and corporate data for analysis
• Using digital tools, such as ChatGPT, ADB’s Navigator, etc. scanning ADB’s pipeline and identify projects with meaningful youth engagement
• Developing infographics to best communicate the findings
• Workshopping the gap analysis and recommendations
• Producing a draft mapping and gap analysis report, circulate for comments and address comments
• Finalizing the report
• Producing PowerPoint and deliver knowledge presentation

5. Expected Outcomes
The expected outcomes of the internship assignment are:
1. Mapping and gap analysis produced, CCSD-CCFE is well positioned to best support sectors group and regional departments on meaningful youth engagement.
2. Presentation delivered, knowledge on meaningful youth engagement increased across ADB.
3. Intern exposed to the workings of the multilateral development bank and builds a network, increasing the intern’s capacities and career progression.

Qualifications

6. Education Requirements
Currently enrolled in a Master’s or Ph.D. program in Gender Studies, Gender and Development, Development Studies, Political Science, Public Administration or related areas.

7. Relevant Experience and Other Requirements
• Strong understanding of the role of multilateral development banks in the international system
• Strong research and analysis skill, interest in civil society dynamics
• Passion for equalities and inclusion
