The Office of Emergencies and Resilience (OER) is responsible for ensuring FAO’s efforts to support countries and partners in preparing for and effectively responding to food and agricultural threats and crises. It is responsible for coordinating the development and maintenance of corporate tools and standards to enable Decentralized Offices to assist member countries to prepare for, and respond to emergencies. OER ensures humanitarian policy coordination and knowledge, liaison with the Inter-Agency Standing Committee as well as with humanitarian resource partners, co-leadership with World Food Programme of the global Food Security Cluster, organizational preparedness, surge capacity and response to large-scale emergencies. OER supports food and nutrition security assessment and early warning activities related to emergency and humanitarian analysis and responses. OER plays a major role in the development and leadership of the Organization’s programme to increase the resilience of livelihoods to food and agriculture threats and crises.
Reporting Lines
The IST (Internal Surge Team) and Capacity Development Specialist will report to the Senior Emergency and Rehabilitation Officer/Team Leader, Management Support and Compliance (MSC).
Technical Focus
The IST (Internal Surge Team) and Capacity Development Specialist will provide support in the implementation and management of the IST and in capacity development activities, in line with the implementation of FAO’s resilience agenda at global, regional, subregional and/or country level.
Tasks and responsibilities:
- Provide strategic advice to the MSC team leader in the implementation of the IST, liaising as needed with Human Resources Division (CSH) and Service Shared Center (SSC) to coordinate IST activities.
- Support decentralized offices in the rapid deployment of personnel to L3 countries.
- Prepare Calls for Expressions of Interests screen applications, organize interviews, and maintain records of recruitment actions.
- Prepare selection reports and verify documentation of proposed IST candidates.
- Monitor and update the status of selection process to the IST and ensure continuous contact with the applicants and update the documentation needed.
- Keep periodical contact with IST members to confirm validity of documentation and availability for a rapid deployment.
- Monitor the Internal Surge email account and respond to queries.
- Support Regional and Country Offices in the coordination of surge support activities.
- Support decentralized offices in L3 emergency countries to meet surge support needs.
- Ensure timely assistance to countries by actively engaging stakeholders in the IST mechanism.
- Produce reports and data analyses for the Team Leader, focusing on deployments to priority countries.
- Evaluate the impact of IST and capacity development initiatives.
- Provide feedback for continuous improvement of internal processes and procedures and ensure accurate documentation and record-keeping of all IST activities.
- Support the design and implementation of capacity development strategies and training programmes related to the IST and surge support.
- Manage training logistics, including scheduling, liaison with field offices, and selecting facilitation teams.
- Support the delivery of various training sessions, online or virtual.
- Participate in interview panels for the recruitment of other personnel (but not staff members) (for Category B) and staff members or other personnel (for Category A).
- Exercise supervisory functions over other affiliate personnel (for Category B, A);
- Perform other duties as required.
Candidates Will Be Assessed Against The Following:
Minimum Requirements:
- University degree in Political Sciences, Human Resources Management, Business Administration, Management or other related field.
- At least 2 years (Category C), 5 years (Category B) or 10 years (Category A) of relevant experience in human resources management and capacity development.
- Working knowledge (level C) of English.
