International Specialist in Agriculture Private Sector Climate Financing will work under the overall supervision of the FAO Representative for Sri Lanka and the Maldives and the Assistant FAO Representative (Programmes). He/she will work in close coordination with the PMU of the GCF Readiness Project, National Consultant – Private Sector Climate Financing, National Consultant – Policy Analysis and under the overall technical supervision by the Environment and Climate Change Specialist and the Lead Technical Officer.

- Financial and non-financial mechanisms in low emission and climate resilient agriculture
Tasks and responsibilities:
Private Sector Engagement:
- Conduct a study to identify national barriers and gaps (policies, mechanisms, pathways) for private sector engagement in financial and non-financial mechanisms.
- Develop clear strategies to increase private sector engagement and investments in low- emission and climate-resilient agriculture and prepare an action plan.
- Validate the finding of the study by the private sector working group to ensure they agree on the findings, recommendations and action plan and finalize the report.
- Support the International Consultant in Climate Smart Investments to identify and prioritise climate finance needs and options especially potential for private sector engagement.
- Lead development of training material on private sector engagement in climate actions, blended finance, and GCF private sector facility.
- With support of National Consultant in Agriculture Private Sector Climate Financing, organise and facilitate the training for the NDA and private sector on climate actions, blended finance, and GCF private sector facility and produce training report.
- Facilitate the first forum for private, public and NGO/ CSO actors to engage in a constructive dialogue to identify commercial opportunities and to develop focussed and strategic actions to transition to a low- carbon, climate resilient economy.
- Produce a private sector forum completion report.
CSA Investment Plan:
- With the International Consultant – Climate Smart Agriculture Investment Expert, review the process and inputs required to develop the CSA Investment Plan.
- Review the CSA investment plan priority measures and investment packages.
- Guide the National Consultant – Agriculture Private Sector Climate Financing Specialist to prepare inputs for the plan highlighting the barriers to engaging the private sector to finance the investment packages identified and provide recommendations to better engage the private sector in the successful implementation of the CSA investment plan and individual investment packages.
Other duties:
- Provide inputs to the other national and international consultants of the project for producing their deliverables.
- Undertake any other tasks as requested by the FAOR / AFAOR (Programme).
Candidates Will Be Assessed Against The Following:
Minimum Requirements:
- Advanced university degree in Agriculture, Economics, Climate Change, or any other relevant subject.
- A minimum of 5 years of experience in the field of private sector engagement in climate action, public-private partnership (PPP), policy analysis and policy development, analysis of barriers with financial instruments and gaps to mobilize private sector investments in climate action with experience working on international donor-funded projects such as the GEF, Adaptation Fund or the GCF, preferably in the Asian region
- Working knowledge of English and limited knowledge of one of the following French, Spanish, Arabic, Chinese, Russian.
