GGGI has received a Detailed Preparation Phase (DPP) grant from the Mitigation Action Facility to prepare the complete technical feasibility and relevant studies for development of the full project proposal to pilot solar district heating and scale up clean heating investments in Mongolia.
The Mitigation Action Facility is a grant-based multi-donor fund that seeks to drive decarbonization. The Mitigation Action Facility offers funding for financial and technical support to partner countries to meet their climate goals and drive ambitious mitigation action.
The proposed project aims to transform Mongolia’s heating sector by demonstrating the applicability of renewable energy technologies for district heating systems and supporting the adoption of a clean heating policy, investment and financial support plans and mechanisms to scale up public and private sector investments in clean technologies for district heating. The Project will support Mongolia to achieve its Nationally Determined Contribution (NDC) commitment to reduce emissions from energy production by 32% by 2030 and create the conditions for further ambition in subsequent NDCs.

The proposed project includes the following three components:
- Pilot solar district heating (SDH) project in Sainshand city, Dornogovi Province of Mongolia;
- Adoption of a clean heating policy and investment plan and financial mechanism (clean heating payment guarantee);
- Capacity building to support the design, development, financing, Operation and Maintenance (O&M) of SDH systems and awareness raising.
- For this purpose, GGGI Mongolia seeks to hire an experienced International Consultant to provide technical advice on solar thermal for district heating.
The objective of this assignment is to support GGGI and the project stakeholders, to develop the full project funding proposal by providing technical assistance in the following areas:
- Review and provide feedback on the feasibility study and technical design for the pilot solar district heating project in Sainshand;
- Review and provide feedback on the draft tender documents and selection criteria to support future procurement(s) of the pilot solar district heating project;
- Develop and adapt standard tools for system design, heat demand-supply dynamics, etc that can be used to support the identification of a pipeline of additional clean heating investments.
- Provide technical inputs on the proposed business model and financial mechanism to scale up clean heating investments;
- Provide training on solar thermal heating technologies (and other clean heating technologies as appropriate) and decarbonization of heating;
- Draft a framework to be used to assess capacity building needs to support future project implementation and operation, Maintenace, management, and financing of clean heating in Mongolia.

- Professional disciplines with a Master’s degree and 5+ years of advisory services in clean heat and energy sector
- Track record of developing and/or managing solar district heating projects.
- Knowledge of district heating systems and experience integrating clean heating technologies with conventual technologies in district heating systems to optimize hybrid district heating systems – experience with coal-solar thermal hybrid district heating systems preferred.
- Familiarity with pathways for decarbonizing the heating sector
- Experience in developing and implementation of capacity building programs
- Experience working for/with international institutions
- Proficiency in relevant computer applications and programs
- Proficiency in English language, and knowledge of Mongolian language is advantage.
