Under the overall responsibility of the de facto Head of the Office, the administrative supervision of the Budget Holder / Field Programme Office, the International climate vulnerability specialist will work under the overall supervision of the Lead Technical Officer (LTO) in FAO REU and in cooperation with the Project Manager, including the cooperation with the Team Leader and the National Specialists.

Tasks and responsibilities:

The International climate vulnerability specialist will be responsible for the following duties:

  • Conduct an inception workshop for the project for key stakeholders to be held in Sarajevo (or another location in BiH that is agreed upon) for up to 30 persons;
  • In close cooperation with the National agricultural specialist propose a plan for development of vulnerability assessment studies for the agriculture sector in both entities (RS and FBiH), including study content, development methodology, development timetable, as well as necessary expertise; 
  • Conduct stakeholder consultations for development of vulnerability studies including a one in each entity for up to 30 persons each. All consultations will include equal participation of men and women;
  • In close cooperation with the National agricultural specialist and other national consultants, develop a detailed gender sensitive vulnerability assessment studies for the agriculture sector in both entities (RS and FBiH) in order to identify key vulnerabilities to climate change, possibilities to improve capacities for climate data management and propose technology solutions for climate action in the agriculture sector. The vulnerability assessment will include assessment of the impact of climate change indicators, the level of exposure, the sensitivity of the sector, the adaptive capacity of the agriculture sector and also seek to build the local capacity in an effort to fully operationalize the data systems established in NAP1.
  • Conduct stakeholder validation workshops for vulnerability studies, one in each entity for up to 30 persons each. All consultations will include equal participation of men and women;
  • Conduct training sessions to further enhance local capacities in the use of the data management systems on both entities and for agriculture sectoral stakeholders. The training sessions will include equal representation of men and women.
  • Organize and participate in project consultations meetings, and other project events relevant for the assignment; and
  • Carry out any other tasks relevant to this assignment as requested by the National Team leader and the LTO of the project.
Candidates Will Be Assessed Against The Following:

Minimum Requirements:

  • At least a bachelor’s degree in agricultural, natural sciences or a technical field (Master or PhD is preferred);
  • At least 10 years of professional experience in a relevant field related to the Vacancy announcement with focus on climate change policy, climate change adaptation, climate modeling, risk and vulnerability assessments;
  • Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian
