Thanks to the quality of its work, UNICEF Chad has gained an increasing level of trust from a diverse group of donors and is implementing a growing number of projects. As a result, the office’s need to develop proposals has also grown over time. This is a crucial year given the launch of the new 2024-2026 Country Programme, as an extra resource mobilization effort is required to secure resources for the years to come. While programme sections have been encouraged to develop ad-hoc concept notes to address their funding gaps, to date they have not been able to achieve this due to conflicting priorities. Not least of these is the ongoing Sudanese refugee crisis, for which UNICEF activated a Level 2 Corporate Emergency Activation Procedure on 21 July. At the same time, new opportunities (BMZ and World Bank funding for resilience, etc.) are emerging, requiring UNICEF to be agile and responsive to avoid missing important opportunities. To respond to this context, UNICEF Chad wishes to strengthen its team with a dedicated Donor Proposals Consultant whose support can be activated on a needs basis throughout thThe objective of the consultancy is to provide support to the Partnership Unit and to the office in the development of proposals for resource mobilization.
Specifically, the consultant will provide support on the below:
  • Quality assurance of donor proposals
  • Creative/strategic writing for donor communication and advocacy
  • Proofreading and translation of strategic documents
  • Missions and tasks
The consultant will be responsible for the following tasks:

Quality assurance of donor proposals:

  • Be responsible for the effective coordination and the continuous improvement of the development process for donor proposals, working in close collaboration with the Programme Chiefs of Section, the Partnership Manager, the Donor Relations Officer, and the Deputy Representative.
  • Develop, review, edit and format proposals, and concept notes, ensuring high quality standards.
  • Formulate recommendations for improvements of programme design (RBM) at the proposal stage and for the improvement of reports and proposals.
  • Contribute to the office information system on donor proposals (SharePoint, Fiori, etc.).
  • Review, update, and improve standard operating procedures for donor proposals.
Creative/strategic writing for donor communication and advocacy:
  • Work in close collaboration with programme staff and the communication department to develop high-quality human-interest stories and communication materials for donors.
Proofreading and translation of strategic documents:
  • Work in close collaboration with management and programme staff to develop strategic documents (CPD, PSN, RAM, COAR, SMQ, SitReps, etc.), improve their quality, and/or translate them, as required.
  • Make strategic documents easily accessible though shared folders on SharePoint.
Expected results and deliverables:
  • The consultancy will be for four months over a six-month period.
  • The consultancy will last four months. The consultant will propose a detailed schedule based on the following framework:  
  • Regular meetings with the Partnerships team, senior management, and programme section chiefs to discuss scope and design of concept notes.
  • Programmatic concept notes in support of the new 2024-2026 CPD are prepared and validated.
  • Concept notes on an ad hoc basis are available, including in specific thematic areas within sectors, as well as in support of resource mobilization for the Sudanese refugee crisis in the East.
  • At least two missions to Chad of a duration of at least three weeks each.e year to ensure adequate quality and volume in proposal writing.
To qualify as an advocate for every child you will have…

Minimum qualifications:

  • An advanced university degree (Master) in Social Sciences, Development, Communications, Journalism, Sociology, Public Relations, Public Affairs, International Relations, Marketing or in a related area.
Knowledge/Expertise/Skills:
  • At least five (5) years of professional experience in the areas of resource mobilization, proposal development, reporting, communication, programme monitoring and evaluation and related areas.
  • Ability to graphically synthetize complex information and to develop effective presentations will be considered an asset.
  • Previous experience with report/proposal/strategic document development, editing and formatting will be considered an asset.
  • Previous experience with Programme Planning and Result Based Management will be considered an asset.
  • Understanding of the Chad context and UNICEF Country Programme Document will be considered an important asset.
  • Experience in international organizations, NGOs or UN agencies (particularly UNICEF) will be considered an asset.
  • Proficiency in MS Office Suite (Word, Excel, PowerPoint, Publisher), Teams, and Planner will be considered an asset.
