Duties and Responsibilities
Organizational Setting, Purpose and Objective: The United Nations Environment Programme (UNEis the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Regional Office for West Asia delivers advisory services and capacity building support to countries to achieve environment and sustainable development objectives. The Global Environment Facility (GEprovided funding for Qatar to develop the Minamata Initial Assessment (MIon Mercury. UNEP West Asia Office will provide the technical assistance to the executing agency for the project in Qatar to serve as a platform for information and experience sharing at the regional level and enhance support to awareness and decision making leading to the protection of human health and the environment. Qatar will establish technical working groups to deliver on the project components while West Asia Office will engage international experts to provide the necessary training and technical support. This TOR is for an international chemicals parttime consultant to provide technical inputs for the development of the mercury inventory for Qatar and the assessment of the policy, legal and institutional frameworks for the management of chemicals, specifically mercury. The scope of the responsibilities includes guiding and reviewing the national Mercury inventory, in addition to the development of the policy, legal and institutional assessment for the management of mercury in Qatar. The Consultant will report to the activity leader of Chemicals in West Asia Office and work closely with the Project Management Unit and technical Working Groups in Qatar. Duties and Responsibilities: The Consultant will carryout the following duties & responsibilities: Technical and Practical inputs in development of the Mercury Source Inventory Provide the team with templates required for the mercury inventory development Develop survey or questionnaire to strengthen data collection for the development of the mercury inventory according to the UNEP Toolkit Deliver training for the National Team in Qatar to guide during the data collection process Provide remote technical inputs to the national team answering questions regarding inventory Technical and Practical inputs in the Assessment of the Policy, Legal and Institutional Frameworks for the management of Mercury in Qatar Develop an outline for the report on the assessment of the policy, legal and institutional frameworks for the management of mercury in Qatar Deliver training for the National Team in Qatar to guide during the data collection and assessment of the policy, legal and institutional frameworks for the management of mercury in Qatar Provide remote technical inputs to the national team answering questions regarding policy, legal and institutional frameworks.
Qualifications/special skills
Advanced degree in natural sciences, environmental sciences, engineering, waste management, or economics, preferably related to chemicals management. Minimum of 7 years’ experience of working on the national level with chemicals management is required. Minimum of 4 years of experience in related fields and 3 years of professional experience at chemicals management, preferably in the region is required. Experience in Mercury inventories and MIA drafting is required. Understanding of legislation in the area of the environment and chemicals management, Chemicals MEAs, relevant to the assignment is preferable.
Languages
Proficiency in English and Arabic is an asset.
