Introduction
The consultant(s) shall be expected to deliver the following scope of services (further detailed in the Terms of Reference attached; In addition bidders to download all documents on this page as Sections 7,5,3,6 and complete as required):
Analytical assessment
o Ensure clear alignment of the taxonomy with Namibia’s broader national priorities by anchoring it in existing policy and regulatory frameworks, as well as ongoing sustainable finance initiatives, including the Namibia Financial Sector Transformation Strategy (NFSTS) 2025–2035, NDCs, NDP6, the National Climate Change Policy, and the National Sustainable Finance Strategy.
Taxonomy design and development
o Define the taxonomy’s objectives, scope, principles, and classification framework.
Stakeholder engagement and co-creation
o Design and facilitate structured stakeholder consultations with key actors across the public and private sectors, including regulators, policy makers, banking industry, non-banking industry, development finance institutions, industry associations, and development partners.
Validation workshop
o Present draft taxonomy document to principals of the institutions represented on the technical committee and other governance structures for formal endorsement.
Implementation of roadmap and regulatory integration
o Develop a detailed and actionable implementation roadmap covering governance arrangements, institutional responsibilities, and phased rollout.
Capacity building and knowledge transfer
o Design and deliver a structured Capacity Building Programme targeting policy makers and regulators (Bank of Namibia, NAMFISA, Ministry of Finance, and the Ministry of Environment, Forestry and Tourism), banking and non-banking institutions, Government Offices, Ministries and Agencies (OMAs), and other key stakeholders identified.
