In accordance with the Results-Based Management principles, a Country Office Annual Report (COAR) is elaborated at
the end of the year to assess progress achieved, identify, and analyze major bottlenecks in programme implementation,
document lessons learned and innovations and define on that basis the ways forward for enhanced programme performance.

The Country Office Annual Report includes a narrative report, the Core Standard Indicators and an assessment of progress.
achieved for each of the 8 outcomes and 27 outputs of the country programme. It also includes the operational
effectiveness component with 1 outcome and 3 related outputs. This assessment of results achieved is based on the
expected results, the indicators and the associated baselines and targets. All the annual reporting process is based on
guidelines defined by the Headquarter and the regional office.

Côte d’Ivoire is a French speaking country and French is the major working language used by the Country Office.
However, English, which is used by most of the staff as a second language, is the reference language for the Country
Office Annual Report. This highlights the need to ensure the editing of the Country Office Annual Report documents which
is widely shared by UNICEF through its website accessible to various audience such as donors, members of the Executive
Board. Thus, it is important to ensure the consistency and the quality of the content, and the language used.

The COAR (Country Office Annual Report) process is led by the Deputy Representative in collaboration with the
programme and operations teams. It is submitted to the Representative for his final review and approval. It will be drafted in English and shared by the Deputy Representative with the consultant for the review of the consistency of the content in accordance with the HQ guidelines and the quality of the language (editing).

The consultant will provide remote technical assistance under the supervision of the Deputy Representative and in close collaboration with the chief PME. The review will be based on the guidelines and quality assurance checklists provided by the Headquarter and the Regional Office.

The review and the editing of the draft COAR (narrative, RAM and comments about the CSI) will be made by the consultant following a participatory and iterative approach in close collaboration with the Deputy Representative between the month of December 2024 and February 2025 (according to the 2024 guidelines and timeframe).

How can you make a difference?

The Objective of the consultancy is to ensure the quality of the 2024 COAR (Country Office Annual Report) constituted by the narrative report, the assessment of the 9 outcomes and the 30 associated outputs and comments about the Core Standard Indicators (CSI) in accordance with HQ and RO guidelines.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s) in Social Sciences, Development, Planning, Communication, International Relations or Languages.
  • A minimum of 5 years of progressive relevant experience in report writing, editing, and revision.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Have an excellent command of oral and written English (level C2).
  • Have a good command of French both orally and in writing (level B2/C1).
  • Have experience in international organizations, UN agencies or NGOs.
  • Having experience in editing and revising UNICEF reporting texts in English, including annual reports, will be considered an asset.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
