Description of the Assignment: International Consultant on development of LULUCF and agriculture model for the National Biennial transparency report of Kazakhstan

 

Period of assignment: Approximately August 2024– November 2024 (40 workdays)

Place of Work: At the location of the consultant

PROJECT DESCRIPTION & OBJECTIVE

The consultant is expected to conduct the following:

1. Identification and Update of Model:

1.1. Model Identification:

  • Collaborate closely with the BTR development expert group to identify the most appropriate system projections model for AFOLU sector that fits Kazakhstan’s specific needs and ensure the selected model’s relevance and effectiveness.

1.2. Data Collection and Validation:

  • Collect with the BTR development expert team and validate updated data required for the modeling and projectins inAFOLU Sector (such as forest area, GHG emissions form AFOLU sectors etc), ensuring accuracy and completeness.
  • Work with national data sources, international databases, and relevant stakeholders to gather necessary information.

2. Scenario Development:

2.1. Scenario Narratives:

  • Develop detailed scenario narratives with BTR development team that outline potential future pathways for Kazakhstan’s AFOLU sector system. 1 BTR Projections shall begin from the most recent year in the Party’s national inventory report and extend at least 15 years beyond the next year ending in zero or five; A projections should include ‘with measures’ projection of all GHG emissions and removals, ‘with additional measures’ projection and a ‘without measures’ projection. Projections also include national strategic documents (carbo zero strategy etc) to demonstrate national efforts.
  • Incorporate factors such as technological innovation, policy interventions, market trends, and socio-economic changes into the narratives.
  • Develop chapter on modeling for Kazakhstan 1st BTR consistent with UNFCCC and Paris agreement reporting guidelines. During development of chapter expert may can include data from national and international reports (such as https://www.unccd.int/our-work-impact/country-profiles/kazakhstan)

2.2. Scenario Families (projections):

  • Create comprehensive scenario families that capture a range of possible outcomes based on different assumptions and parameters.
  • Ensure that these scenarios cover both optimistic and pessimistic outlooks to provide a balanced strategic exploration. Sensitivity analysis and nessesry methodological approach should ne included in the text.
  • Ensure that scenario families is duly transferred and ready to be implemented by national counterparts in the future development of national and international reports, analyses, strategic documents etc

3. Capacity Building:

3.1. Training Programs:

  • Design and deliver comprehensive training programs for junior experts and the NDC preparation team on AFOLU system modeling for all possible stakeholders including Foresty, Agriculture etc sectors), Environmental ministry, and national institution who is responsible for reporting to the UNCBD, UNCCD.
  • Cover both theoretical aspects and practical implementation techniques to build robust modeling capabilities.

3.2. Mentorship:

  • Provide ongoing mentorship and support to junior experts, helping them develop their skills and confidence in energy system modeling.
  • Encourage a collaborative learning environment to foster knowledge exchange and innovation.
