Centre of Excellence for Gender Equality
Established in Seoul in 2022 with support from the Ministry of Gender Equality and Family of the Republic of Korea, the UN Women Centre of Excellence for Gender Equality (the Center) seeks to function as a ‘knowledge hub’ to facilitate research, education, and training, sharing of innovations and lessons learned, networking, and development of multi-stakeholder partnerships for the achievement of gender equality in the Asia-Pacific region. The Centre aims to contribute to operationalizing normative frameworks on gender equality and the empowerment of women, informing innovative approaches to achieving the Sustainable Development Goals (“SDGs”), transforming harmful social norms in the fast-changing and unique social landscape of Asia and the Pacific, and forging partnerships across sectors. The Centre’s working language is English, and it offers an international working environment, while Mongolian language skills are required for this consultancy, given the nature of the work involved.
Ending violence against women has been an important priority area of the Centre’s work. In 2023, recognizing the urgency of addressing gender-related killings of women and girls (femicide/feminicide), the UN Women Centre of Excellence for Gender Equality and the UNODC-KOSTAT Centre of Excellence for Statistics on Crime and Criminal Justice successfully organized an international conference to discuss the challenges of and good practices in implementing and evaluating relevant policy and legal measures to address gender-related killings of women and girls, and monitoring the implementation gap by adopting the Statistical Framework for Measuring the Gender-related Killing of Women and Girls (also referred to as femicide/feminicide), which was jointly developed by UNODC and UN Women and endorsed by the 53rd session of the UN Statistical Commission, which assigned the two entities to conduct pilots of the framework in countries worldwide.
Against this backdrop, the UN Women Centre of Excellence for Gender Equality (UN Women COE), and the UNODC-KOSTAT Centre of Excellence for Statistics on Crime and Criminal Justice in Asia and the Pacific (UNODC-KOSTAT COE), in partnership with the Coordination Council for Crime Prevention in Mongolia, propose to pilot the Statistical Framework for Measuring the Gender-related Killing of Women and Girls in Mongolia. The pilot study aims to identify a standardized approach to measuring femicides that goes beyond existing limitations. Through the pilot exercise, relevant stakeholders in Mongolia will have the opportunity to identify data gaps, if any, enhance their coordination efforts in data collection, analysis, and dissemination of information on various forms of gender-related killings, and improve criminal justice practices. This pilot study will also allow identifying which disaggregating variables are collected by each crime and criminal justice institution in the country regarding homicide, as well as testing whether the data blocks identified by UNODC and UN Women are an efficient way to collect data on femicide, and whether Mongolia has additional variables that could be more beneficial for this purpose. Ultimately, this initiative will contribute to global efforts to end femicide and violence against women and girls. The insights gathered from the pilot study will also be used to provide guidance and training to other countries in implementing the Framework and producing relevant data on gender-based killings of women and girls.
In this context, the Centre is looking for a qualified International consultant for measuring the gender-related killings of women and girls in Mongolia who will work closely with the policy specialist of the Centre to design and implement the Centre’s initiatives to end violence against women and gender-related killings of women and girls. The consultant will work in close consultation with the Regional Portfolio Lead on Humanitarian Action, Disaster Risk Reduction, and Climate at the UN Women Regional Office for Asia and the Pacific, specifically focusing on gender and climate change issues.
Objective of the Consultancy
The consultancy’s primary goal is to support the CoEs in piloting the new statistical framework in Mongolia, with the aim of gathering methodological and operational insights concerning the challenges it encounters during implementation. The information gathered will be used to provide general guidance and training to other countries to help them implement the framework to produce relevant data on gender-based killings of women and girls (femicides/feminicides).
Duties and Responsibilities
Duration of Assignment: The tentative contractual period is from 1 February 2024 to 30 September 2024.
Duty Station: The consultant is expected to work from home with the possibility to travel and attend meetings as required.

Payment
Payments for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed. Payments will not be based on the number of days worked but on the completion of each stated deliverable within the indicated timeframes. Any travel under this consultancy will be covered by UN Women as per our rules and regulations.
