UNICEF has been working in Cameroon since 1975 to allow women and children to fully realize their rights to development without restriction, as enshrined in the UN Convention on the Rights of the Child. UNICEF provides financial and technical support to Cameroon across seven areas to fully realize the rights of women and children. These areas include Health, HIV/AIDS, Water-sanitation-Hygiene, nutrition, education, child protection, and social inclusion. UNICEF focuses mainly on children and the most vulnerable and excluded families. Cameroon’s 2020 population is estimated at 26,545,863 people according to UN data. The population is young and generates strong socioeconomic demand. In rural areas, limited access to basic social services and the effects of climate change lead to household impoverishment and severe child deprivations. The task is immense but not insurmountable; it requires the energy of all stakeholders in Cameroon and outside of Cameroon: also, women, men, youth and children, government, technical and financial partners, donors, civil society, the private sector, parliamentarians, and communities. Everyone is invited to participate in the struggle to meet the challenges ahead. Together, we will act for Cameroon, a country that summarizes the challenges and hopes of Africa.

How can you make a difference?

The overall objective of this evaluation is to conduct a more in-depth analysis of the effectiveness of the different components, strategies, as well as lessons learned, and recommendations to inform future implementation. Evaluation is summative in the sense that it expects an objective and critical evaluation of the program’s impact, achievements, and successes. A simple evaluability assessment was carried out internally.

Tasks and Responsibilities

  • To take stock of the achievements made in the implementation of KOICA from 2021 to 2024 (with the expected results)
  • Determine the coherence, effectiveness of implementation strategies, efficiency, impact, sustainability of the achievements of the KOICA project, its mode of operationalization for the delivery of services adapted to children and their communities.
  • Explain the theory of change that guided the implementation of the project.
  • Identify lessons learned about what worked or didn’t, including unintended outcomes (positive and negative);
  • Estimate the project’s contribution to reducing gender gaps, equity and improving the situation of the most vulnerable children.
  • Identify avenues for behavioral and social change in the areas of child protection, wash, girls’ education, and social cohesion, WASH.
  • Formulate key recommendations (strategic and operational) as part of a continuous learning process on how to improve the implementation and strengthening of the project’s performance.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in evaluation, education, sociology, humanitarian assistance or other social sciences is required
  • Strong experience (at least 8 years) in monitoring and evaluating child protection programs
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Experience in data collection and qualitative and quantitative analysis
  • Proven experience in conducting evaluations (electronic version of a recent evaluation for which the consultant was the lead author should be submitted at the time of submission of the bid)
  • Experiences working with a wide range of stakeholders (CSOs, government, international development agencies, etc.) through a consultative approach.
  • Experience working in West and Central Africa, particularly in Cameroon will be an asset.
  • Proven ability to deliver efficiently and on time and deliver results.
  • Excellent writing skills in French and fluency in English is mandatory.

Additional requirements:

  • Have a perfect knowledge of the Eastern region and the national context.
  • Knowledge of GBV data collection and analysis, as well as national and international norms and standards on the care of GBV survivors, including children, would be an asset.
  • Knowledge of the operationalization of community feedback mechanisms would be an asset.
  • Have a perfect mastery of quantitative and qualitative methods of data collection and analysis.
  • Have a perfect mastery of quantitative and qualitative methods of data collection and analysis.
  • Have good oral and written communication skills in French and English.
  • Have good analytical, synthesis, and writing of evaluation reports.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
