International Consultant (Interviewing Techniques for Criminal Suspects)

With a primary focus on interviewing techniques for criminal suspects, the incumbent will have to: (i) Provide specialized advisory services and strategic guidance to conferences, seminars, workshops, simulation exercises and/or trainings (in-person and/or virtually); (ii) Provide expert inputs for the preparation of nationally and regionally tailored training activities and materials; (iii) Draft specific sections and provide expertise as needed for concept notes, agendas, the project’s outcome documents, meeting/training reports, guidelines, and standard operating procedures; (iv) Prepare a curriculum with presentations, case studies, tabletop exercises, and simulation exercises.

Duties and Responsibilities
Delivering specialized expertise on interviewing techniques for criminal suspects, including: • Design, plan, coordinate and deliver country-/regional-specific capacity building programmes and initiatives related to interviewing techniques for criminal suspects in conferences, seminars, workshops, simulation exercises and/or trainings on inter-agency coordination in line with international standards and good practices. • Contribute to written outputs such as, inter alia, briefing notes, concept notes, agendas, project proposals and progress reports and other technical assistance tools on capacity building programmes and initiatives in this thematic area for organizing the conferences, seminar, workshops, trainings and/or simulation exercises. • Draft specific sections of the project’s outcome document(s) and meeting reports particularly in relation to interviewing techniques for criminal suspects. • Provide specialized advisory services and strategic guidance for documents, guidelines and/or standard operating procedures (SOPs) relating to interviewing techniques for criminal suspects. • Prepare a curriculum with presentations, case studies, tabletop exercises, and simulation exercises in relation to interviewing techniques for criminal suspects.
Qualifications/special skills
– An advanced university degree (Master’s degree or equivalent) in criminal justice, criminology, security, political or military affairs or related fields is required. – A first-level university degree in the aforementioned fields in combination with two (2) additional years of qualifying work experience, may be accepted in lieu of the advanced university degree. Formal qualifications or certifications from a recognized national or international customs authority, police academy, or military-training institution, supplemented by specialization in criminal justice, crime prevention, or law enforcement, in combination with four (4) additional years of qualifying work experience, may be accepted in lieu of the first level university degree. A minimum of 2 years of relevant professional experience in criminal justice, law enforcement, or academia in relation to interviewing techniques for criminal suspects is required. Experience in providing advisory services to government entities and/or training on detecting, preventing, and responding to criminal activities, including interviewing techniques for criminal suspects is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this position, fluency in English, with excellent drafting and communication skills is required. Knowledge of another United Nations official language is an advantage.
