STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in social sciences, statistics, development economics, performance management, monitoring and evaluation, food security, agriculture, or other related fields…Advanced University degree in social sciences, statistics, development economics, performance management, monitoring and evaluation, food security, agriculture, or other related fields.

Languages requirement: Fluency in both oral and written both in English. Working knowledge in the duty station’s language (Tetum) would be a plus

ORGANIZATIONAL CONTEXT

Job holder will work under the supervision of Head of Programme at WFP Timor Leste.

JOB PURPOSE

The consultant is expected to support the development and implementation of Monitoring, Review and Evaluation Plans aligned to WFP corporate standards to generate quality evidence on the lives of beneficiaries and inform policy, strategy and programme design and implementation for WFP TLCO. This includes coordinating monitoring activities, managing or supporting the management of decentralized evaluations, supporting thematic/mid-term reviews and positioning WFP as a reliable partner for governments to build monitoring and evaluation strategies. They may also support the formulation of country monitoring and evaluation strategies and contribute to policy development and various initiatives.

The M&E consultant for WFP TLCO will contribute in two key areas. Firstly, the consultant will bring their monitoring and evaluation expertise to conduct a national assessment of the School Feeding program’s M&E, integrating WFP corporate indicators into the existing UNSDCF framework. The consultant will be responsible for the monitoring and evaluation of the main projects of the Country Office and play a pivotal role in the implementing the key M&E activities of the Country Strategic Plan (CSP) for the period 2022-2025.

Secondly, the consultant will actively participate in the monitoring and reporting activities of the Country Office. This will include engaging in the midterm Annual Performance Planning workshop and preparing comprehensive M&E reports, ACRs, data collections etc. as required.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Provide inputs to the development of Monitoring, Review and Evaluation plans that will provide the most relevant and strategic information toward achieving expected results (as set out in the Country Strategic Plan (CSP) and other global and regional plans), while being compliant with WFP evaluation and monitoring requirements.
  2. Budget for M&E costs and advocate through line manager for both appropriate financial and human resourcing.
  3. Contribute to evidence-based decision-making on programme design and implementation, notably through making monitoring, review and evaluations findings accessible, developing innovative, user-friendly and informative products.
  4. Support WFP TLCO Management in addressing recommendations from monitoring, reviews and evaluations to ensure that follow-up actions are taken as required.
  5. Provide inputs to line manager regarding the development and implementation of national government and inter-agency monitoring, reporting and evaluation frameworks, including United Nations Sustainable Development Cooperation Framework (UNSDCF) aligned with nationally owned sustainable development goals.
  6. Take responsibility for integrating protection and gender perspectives in all areas of work, to ensure equal participation of women and men.
  7. Liaise with internal and external counterparts to ensure effective collaboration, monitor ongoing projects and highlight potential risks to project delivery.
  8. Support line manager in ensuring that CO monitoring systems and tools are in place and compliant with corporate standards including the minimum monitoring requirements (MMR), standard operational procedures (SOP) and establishment of baselines and targets in alignment with the updated corporate results framework (CRF).

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • At least 3 to 5 years of relevant post-graduate professional experience in the area of international humanitarian development, Monitoring and Evaluation.
  • Experience working with governments on developing nutrition policies and/or implementing a nutrition programme (within food security or health).
  • Experience conducting food security and nutrition assessments, analysed data and drafted recommendations for programme.
  • Experience using a variety of quantitative and qualitative analytical tools and methods.
  • Experience working in multiple countries.
  • Ability to conduct research, analyze and interpret diverse information, draw out the key messages and translate evidence into context-specific and operational solutions.
  • Good communication skills with the ability to persuade, influence and adapt communication style to different situations and individuals. Experience in the field of communication in a UN organization or NGO is an asset
  • Strong oral and written communication skills, able to clearly articulate insights to stakeholders in WFP
  • Knowledge of common business principles and processes and the ability to quickly assimilate UN/WFP specific processes and systems. Experience in the UN desirable.
