Adolescent empowerment is crucial for community social and behaviour change. When empowered, adolescents can become positive change agents. Meaningful engagement allows them to contribute individually or collectively to improving the lives of their peers, schools, communities, cities, or countries.

Yet adolescent girls and boys need support to understand their rights and build their assets to participate in decision-making related to their lives and communities. They also need safe spaces and supportive adults, to be able to form and express their ideas and to become empowered. Building their skills and capacity for participation helps adolescents develop, grow, build confidence and self-esteem, negotiate decisions, and influence critical issues within their communities or more widely.

UNICEF’s commitment to adolescent participation and empowerment is fundamental to our programming. In China, UNICEF collaborates with the Ministry of Education to integrate adolescent life skills into Technical and Vocational Education (TVET). This involves creating a supportive environment, building capacity for participation, and linking skills to meaningful action in schools and communities.

How can you make a difference?

We are now seeking an international consultant to review and adapt the global/regional UNICEF adolescent participation training pack so it is context sensitive and age appropriate for TVET students (15-22 years old) in China. The training package can be delivered at scale through a Training of Trainer (TOT) model. The consultant is also expected to deliver a series of training workshop in China to both adolescents directly and their teachers as future trainers.

To qualify as an advocate for every child you will have

  • Bachelor’s Degree in Education, psychology, social research, social science and/or other relevant disciplines
  • Proven experience in educational training design and curriculum development, with strong expertise in delivering adolescent participation and youth empowerment related trainings.
  • Familiarity with UNICEF’s guidelines for adolescent participation and engagement.
  • At least 5 years of practical experience of working programmes related to adolescent participation and engagement.
  • Understanding of the cultural context and education system in China
  • Excellent facilitation and communication skills
  • Excellent English oral and written communication skills.

The following are considered strong(admirable) assets:

  • direct experience of training delivery in China and to Chinese participants
  • Previous international consultancy experiences with UN agencies in China
  • Chinese language skills

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
