Background:

The OSCE Programme Office in Dushanbe and the Ministry of Labour, Migration and Employment of Population (MLMEP) will conduct research on the possibility of diversifying choices of destination countries for Tajik labour migrants. With a shortage of domestic job opportunities, Tajikistan is renowned for its significant labour migration worldwide. In response to the changing labour market the Tajik Government is exploring a wide range of possible destinations for labour migrants to various regions. For this purpose, the POiD will hire national and international consultants for developing research thereby assisting the MLMEP in better adjusting to fluid labour market conditions in an effort to provide labour migrants with other work opportunities outside existed destinations.

Objective of Assignment: 

Conduct a quality research for the Ministry of Labour on identifying new overseas destinations for Tajik citizens that would offer greater possibilities to formally get access to the labour market.

 

Duration of Assignment:
4 months

 

Tasks and Responsibilities:
Under the overall supervision of the Economic Officer of POiD, the successful candidate will be tasked with the following duties: 

  1. Conducting an analysis of the current situation and trends in the development of labour market dynamics in Tajikistan in the context of globalization; Statistical/numerical data must be given in table, graph or pie chart format;

  2. Comparison of the demographic picture of labour migration by region of the Republic of Tajikistan and compatibility with recommended potential destination countries (receiving countries);    A list of recommended potential countries along with compatibility chart of recommended destinations abroad based on visa requirements and work permits/quotas is provided;

  3. Providing a brief review of an analysis of the outflow of migrants in the CIS countries and non-CIS countries to identify trends in the influx of remittances, comparing them with the percentage of departing labour migrants; An analysis of the tendencies related to migrants’ movement and mobility within the CIS is prepared;

  4. Conducting a concise analysis of legislation in the field of labour/economic migration and its impact on GDP; A brief legislative review on norms and provisions and economic impacts on GDP is given and included to respective chapter of research;

  5. Examining experience of the countries with a potential to accommodate labour migrants by geographically expanding the list of host countries for citizens of Tajikistan;

  6. Carrying out an analysis of countries with quotas and a legally organized recruitment system with the possibility to provide jobs for the citizens of CIS, in particular Tajikistan;

  7. Identifying foreign labour market systems with a high demand for labour migrant source (seasonal, temporary and permanent work); including an overview of the main legal (especially regarding the ease of obtaining and consequences of violating the conditions of a work visa), tax and social issues negatively affecting migrant workers in each specific country;

  8. Holding analysis on the positive impact of return migration and capacity building skills among migrants on pre-departure and upon return;

  9. Proposing mechanisms for issuing licenses to companies organizing labour migration abroad, taking into account the social significance of their activities.

Deliverables:

  • A preliminary report on labour market dynamics in Tajikistan by giving statistical and numerical data in table, graph or pie charts is developed; Findings of the report is incorporated into the larger research afterwards; 
  • A list of recommended potential countries along with compatibility chart of recommended destinations abroad based on visa requirements and work permits/quotas is provided;
  • An analysis of the tendencies related to migrants’ movement and mobility within the CIS is prepared;
  • A brief legislative review on norms and provisions and economic impacts on GDP is given and included to respective chapter of research;
  • The countries with a potential to accommodate labour migrants by geographically expanding the list of host countries for citizens of Tajikistan is provided;
  • An analysis of countries with quotas and a legally organized recruitment system with the possibility to provide jobs for the citizens of CIS is provided;
  • Foreign labour market system is analysed and required information are collected and provided before a final report is submitted;
  • Impacts of migration is assessed (pre-departure and return) for better structuring skills acceleration on demand;
  • Mechanisms for license issuance is proposed and included into the report.

Necessary Qualifications:

  • Advanced university degree in economics, statistics, demography or international relations with preferred experience in the field of migration;
  • Professional work experience of at least 10 years, analysis in the areas of labour market diversification or similar areas is an advantage;
  • Minimum 5 years of experience in analytical work in a context of national/regional development and labour migration management;
  • Experience of work in the countries of the Central Asian region and familiarity with the region;
  • Ability to conduct qualitative and quantitative analysis as part of labour market research;
  • Experience of dealing with state agencies of the Central Asian countries and experts on labour migration and employment;
  • Professional knowledge of Russian and English;
  • Computer literate with practical experience using Microsoft applications;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

 

Remuneration Package:

Remuneration will be based on the selected consultant’s/expert’s qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
