PROJECT DESCRIPTION & OBJECTIVE

Today in Kazakhstan, more than half of the state budget funds are directed to the social sphere. At the same time, the current state of functioning of the social protection system of the population, in its broad sense, is characterized by a significant fragmentation of areas of social support, both at the interdepartmental and territorial levels.

Thus, social measures are dispersed among 9 administrators of budget programs, these are central level bodies and local executive bodies, in addition, social guarantees are implemented by extra-budgetary funds, such as JSC “State Social Insurance Fund” (SSIF), JSC “Single Accumulative Pension Fund” (SAPF). The volumes of charitable aid, which practically remains unrecorded, are increasing.

In this regard, the Ministry appealed to UNDP with a request to support the initiative to prepare conditions for creating a single operator in the social protection system of Kazakhstan. For this work, UNDP will hire three national experts and an international consultant (hereinafter referred to as the expert group), who will work in close cooperation with each other.

Proposal should be submitted directly in the portal no later than indicated deadline.
