UNICEF adopted a Disability Inclusion Policy and Strategy (DIPAS) in early 2023 outlining the organization’s continued commitment to promoting disability inclusion in programmes and operations. Under DIPAS, regional offices are required to develop regional action plans to implement DIPAS and promote disability inclusion and to recruit at least one dedicated, full-time disability inclusion specialist by 2025, apart from other overarching organizational commitments.
How can you make a difference?
Under the supervision of UNICEF ROSA’s Disability Inclusion Focal Point, the objective of this consultancy will be to support to UNICEF’s work on implementing the DIPAS regional action plan and strengthening disability-inclusive programming and operations within the region. This will be done in close collaboration and coordination with the HQ Disability Section, eight UNICEF Country Offices in South Asia (and the network of Country Office Disability Inclusion Focal Points), UNICEF ROSA programme and other sections and cross-regional and global technical teams and working groups on disability inclusion.
Key Assignments/Tasks:
This section outlines the activities and tasks that are to be executed and completed within the estimated timeline for the completion of the programme. Assignments/Tasks should be outlined in the order they should be carried out by the consultant/contractor.

Education:
Advanced university degree (minimum Master’s degree) in studies related to disability issues. Candidates with qualifications in social policy, international development, education or other related fields will also be considered if they also have extensive experience working on disability issues and expertise in this field.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
