International consultant: Rehabilitation and disability

Purpose of consultancy

In coordination with the WHO CO Unit Lead of Rehabilitation and Disability unit, the consultant will be responsible for:

1) Contribute by coordinating WCO UKR programmatic activities on rehabilitation, assistive technology and long-term care:
– Coordinate WHO rehab and disability team and visiting consultants, to ensure all rehabilitation activities are aligned with WHO’s 5-year strategy and monitoring framework and that any emergency interventions contribute to delivery of sustainable results on longer-term heath system strengthening in Ukraine.
– Advise and provide inputs on development of project proposals and project implementation, monitoring and evaluation plans ensuring alignment with the WHO Ukraine 5-year rehab and disability strategic framework.
– Support the establishment of partnerships with INGOs, NGOs and other local organisations under humanitarian funding and contribute to monitoring and evaluating their project implementation. Ensure all partner projects are aligned with WHO policy in coordination with the unit lead and other WHO departments.
– Contribute to donor reporting and coordinating implementing partners reporting cycles to include but not limited to:

  • Providing support in the selection and review of multiple Partners to receive advances through Letters of Agreement (GLOA)
  • Provide periodic project management review of scheduled partner deliverables and report to technical officer flagging any delays or activities not included in initial proposal
  • Ensure that reporting is in line with WHO office Ukraine’s CCS and Donor requirements.
  • As needed, provide training to partners on the implementation and reporting requirements of the GLOA.

2) Contribute by coordinating other WCO UKR activities, connected to rehabilitation, assistive technologies, long term care and disability inclusion:
– provide and obtain necessary information, coordinate project implementation and carry out evaluations of the rehab sector coordination mechanisms;
– contribute to the review of country health needs, priorities and resources;
– facilitate programme formulation and implementation thus optimizing WHO assistance to the Government of Ukraine;
– coordinate with relevant international and bilateral agencies: for purposes of building partnerships, collaboration, and coordination;
– Identify and communicate priorities, plans, needs and concerns related to the health response, recommending coordination mechanisms and improvements to the country’s emergency and recovery response. This will include ongoing need assessments and response planning.
– Attend all Rehab Unit meetings and other WCO meetings as per the Unit Leads’ request.

Background

WHO’s strategic objectives for rehabilitation and assistive technology in 2023 -2024 include:

1.    Acute/Sub-Acute rehab: Technical support and guidance to prevent clinical complications following traumatic injury and promote improved clinical outcomes through rehabilitation and AT interventions (acute and sub-acute rehabilitation phases), including scaling up specialized rehabilitation services for spinal cord injuries.
2.    Non-specialized rehab: Promote optimal function, health and independence for all Ukrainians who have sustained injury, have an impairment, long-term health condition or disability.
3.    Rehab system strengthening: Strengthen the Ukrainian health system through rehabilitation, AT and disability-related capacity building to enhance system resilience to shocks and stressors.
4.    Disability Inclusion strengthening to ensure access to health services in Ukraine for all.

In line with the Global WHO 2030 disability inclusion agenda, WHO Ukraine is scaling-up its support to national and international partners in Ukraine to combat exclusion, promote the rights of persons with disabilities, build a resilient and inclusive health system and, ultimately, support a healthier population.
To meet these objectives WHO supports the scaling up of specialized rehabilitation service, develops the foundations for community-based care for Ukrainians across the life cycle, promotes coordination and integration of services at the oblast and community level with a focus on health and social care, and works with Organizations of Persons with Disabilities in Ukraine (OPDs) to optimize national efforts towards realizing the rights of persons with disabilities. WHO also contributes technical expertise to a multi-year disability inclusion framework jointly led by the GoU and the United Nations Country Team.

Deliverables

1: Attend 2 briefings with the WHO Rehabilitation and disability Unit Lead to review all key documents, policies and to familiarize self with the WHO rehab and disability 5-year strategy and monitoring framework.

2: Conduct a rapid review and analysis of long-term care and rehabilitation implementing partner projects and coordinate with WCO project management office to coordinate and implement a monitoring plan.

3: Implementing partner risk management strategy draft provided to Unit Lead.
In collaboration with WHO Business Operations, conduct a risk assessment of all implementing partners funded under the rehab and disability unit and develop a draft risk management strategy which aligns with donors and WHO policy and procedures.

4: Draft Lessons learned methodology for long term care pilot projects.

5: Lessons learned implementation report draft. Work with the Rehab Unit Lead to develop a lesson learned methodology to better understand the utility of long term pilot projects in Ukraine. Coordinate local institution to implement the lessons learned project. Ensure all elements are aligned with WHO policy and procedures.

6: In coordination with the WHO rehab team, develop a 12-month work plan for 2025, including three grants and incoming resources. This should include detailed activities and timelines, partnerships, financial implications and monitoring, activity and strategic indicators, roles and responsibilities, external coordination needs, a media and communications plan and monitoring and evaluation approaches.

7: In collaboration with the Unit Lead and the WHO monitoring and evaluation team, monitor implementing partners by conducting 10 partner site visits and associated reports on the findings of site visits. Include recommendations to unit lead on improving partner management.

8: Analyse all grant related activities and expenditure and work with the unit lead to apply this information in the development of two interim and one final report for WHO’s current rehabilitation, long term care and disability grants; including gathering, analysing and integrating WHO’s implementing partner inputs (activity, beneficiaries reached, budget, evaluation findings), ensuring that partner inputs are aligned with the overall log frame and commitments.

9: Collaborate with the Unit Lead to finalise the joint MoH-WHO 3-year road map on rehabilitation and assistive technology, by collating technical information from diverse stakeholders, including donors.

10: Support the Unit Lead to establish an inter-ministerial coordination rehabilitation platform by conducting a stakeholder analysis and identifying key stakeholders for inclusion. Support the unit lead  to hold monthly meetings with international and national stakeholders by providing briefs on operational issues which should be discussed in each meeting.

11: Contribute to a WHO strategic report on the four-year Country Office rehabilitation and disability strategy. Provide draft financial forecasting analysis and draft thematic needs (trauma rehab, non-specialised rehab, assistive technologies, long term care and disability inclusion) related inputs.
Deliverable

12: Collaborate with the unit lead and WHO program unit to develop 3 full programme proposals to mobilise funds for the rehab unit. Includes developing activity descriptions, coordination plans, financial allocations and budget development and monitoring and evaluation plan.

13: Develop to a final draft report on technical, programmatic and financial progress of rehab unit activities against the WCO monitoring framework, which includes recommendations for improving efficiency and effectiveness regarding program management within the team.

Qualifications, experience, skills and languages

Educational Qualifications:

Required: An advanced degree (master’s) in Project management, Health Project Management, International development course or relevant field.

Experience:

Essential: 7 years of national and international experience in emergency and development program management.

Desirable:  

  • Experience managing health projects, including through implementing partners in Ukraine.
  • Experience in emergency response and coordination.
  • Proven track record of working in health programs in low-resource settings and/or in conflict settings.

Skills/Knowledge:

  • Ability to synthesize knowledge and effectively express ideas in writing.
  • The ability to coordinate with external partners and provide effective support.
  • Excellent analytical and writing skills.
  • Ability to work in multicultural and multidisciplinary settings and excellent inter-personal skills.
  • Excellent organization and project management skills.

Languages and level required:

Essential: Excellent knowledge of English.

Desirable: Working knowledge of other UN languages

On-site: Kyiv, Ukraine

Travel

The consultant is expected to travel (Ukraine)

Remuneration and budget:

Contract total value: 92 950 USD Living expenses

Numbers of the days and daily rate: 20 working days a month, daily rate 422.5 USD

Consultant pay band range: Band B

Terms of payment: the payment will be on a monthly basis after provision of Technical Report and approval from Responsible Officer.
