International Consultant to Support producing National Health Accounts using the System of Health Accounts 2011 (SHA2011) framework in Jordan

1. Purpose of consultancyThe purpose of this consultancy is to support the national team in producing National Health Accounts (NHA) using the System of Health Accounts 2011 (SHA2011) framework in Jordan.

2. Background

The System of Health Accounts (SHA2011) is designed to track health expenditures in a systematic, comprehensive, and consistent manner by estimating the expenditures incurred for the consumption of healthcare services and goods in a country for the reference year. Development and practice of the health accounts provide evidence to help the government, policymakers, non-governmental stakeholders, and managers to make better decisions in their efforts to improve the health system. The specific objectives are to determine the total health expenditures by providers, spending categories, and factors of production/inputs/objects of expenditures. In Jordan, health accounts were initiated in 2000. Since then, the Ministry of Health has been conducting health spending tracking exercises and produced eight rounds of National Health Accounts to date.

A previous consultancy was undertaken between June 2023 and January 2024 to develop the NHA for the years 2020-2022 in Jordan. The tasks including training of the data collectors, training of the NHA team, and the data collection were completed, however the final deliverables were not accepted for technical reasons concerning the classification used on the HAPT software. A new consultancy is needed to build on the previous work and finalise the NHA for the years 2020-2022.

3. Work to be performed

Output 1: Finalize NHA 2020, 2021, and 2022 using the data collected from the previous consultancy.

Deliverable 1.1: Agree with the NHA team on the NHA classification and the data sources to be used for the NHA.

Deliverable 1.2: Develop the secondary sheets to be uploaded on HAPT.

Deliverable 1.3: Finalize the map and produce NHA cross-tables and relevant graphs and figures, in collaboration with the NHA team.

Deliverable 1.4:Contribute to the Final report and policy briefs.

4. Qualifications, experience, skills and languages

Educational Qualifications:

First university degree in economics or statistics or similar.

Experience:

Up to 5 years of work experience in producing health accounts.

Experience in working with government departments, development agencies, and/or NGOs is desirable.

Skills/Technical skills and knowledge:

Knowledge of national health accounts.

Familiar with the System of Health Accounts 2011 Framework, and financing datasets.

Ability to handle complex health expenditure datasets.

Familiar with HAPT and SPSS software.


Languages and level required:

Expert level in English and Arabic

Amman – Jordan (On-site)

End date: 30 June 2024

7. Medical clearance

The selected Consultant will be expected to provide a medical certificate of fitness for work.

8. Travel

The Consultant is expected to travel.

The successful candidate will be asked to provide relevant evidence related to this condition. A copy of the updated vaccination card must be shared with WHO medical service in the medical clearance process.
