UNICEF in Albania is in the process of conducting an extended programme review (EPR) exercise with the purpose of reviewing where we are with the objectives that we have foreseen in the Country Program Document (2022-2026), determine the progress made towards intended results and decide on the shifts that are needed to be fit for purpose and to accelerate results for children. This will be achieved mainly by assessing the progress towards intended results so far and analyzing the external environment (context) in which UNICEF in Albania operates. The review will offer UNICEF the opportunity to sharpen the focus of the Country Program and make necessary adjustments to ensure that the Country Office adjusts its capacities, resources, strategic choices and programme priorities for the remaining CPD timeframe. The EPR will also help the office to better prepare for the initial planning of the new CPD cycle 2027-2032.
To assist the office in the EPR process, it has been deemed important the engagement of an international high-level expert that has experience on delivering transformational change programmes and building change capabilities in international and multicultural environments. Office is considering hiring an international consultant on a low value contract to support the management in guiding the full Country Office team towards identification of program priorities for the next two years and secure collective commitment for the process and adaptation of necessary changes. |
How can you make a difference?
The purpose of this consultancy is to support UNICEF in Albania in strengthening the change management aspects of the Extended Program Review exercise that has started from April and will be completed by end 2024. The consultant will work under the direct guidance of the Office Management team and will report to the Deputy Representative.
The main tasks and responsibilities will be:

Specific tasks and deliverables of the consultant are:
1. Work with Management on revisiting EPR roadmap and identify missing components (if any) and develop a short action plan to address them
Deliverable 1: EPR roadmap reviewed and change management components added to the document; Short action plan submitted.
Timeline: by end of September 2024, 6 working days in total
2. Organize a short workshop with EPR Task Force to enable the TF to lead changes in their respective teams as per the EPR process.The outcome of the workshop will be to understand the need for top priorities/flagships and clarity and commitment towards next steps
Deliverable 2: Workshop with the EPR Task Force organized
Timeline: By mid October, 6 working days
3. Organize a full office retreat to facilitate communication on EPR changes. management will communicate EPR changes and clarity and commitment from team is secured)
Deliverable 3: Office retreat to facilitate communication on the changes is organized with all staff.
Timeline: By end November 2024, 8 working days
To qualify as an advocate for every child you will have…
- An advanced university degree (Master’s or higher) in social and economic development, or related areas. Bachelor’s degrees in a related field with 2 years of qualifying experience might be accepted in lieu of the master’s degree
- A minimum of 10 years of experience in a range of transformation disciplines
- Experience in change management, organizational design, process improvements and communications
- Excellent Relationship building skills
- Excellent skill in writing and verbal communication in English

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
