Background
With funding from the European Union, UNESCO is implementing the third phase of the “Reviving Mosul and Basrah Old Cities” project.
During the first and second phase of the project, substantial achievements were made in enhancing the skills of youth in heritage preservation, cultural activities, and entrepreneurship within these historic cities and generating employment opportunities.
This endeavour has garnered the attention and interest of local and regional authorities, sparking a desire for deeper involvement in initiatives fostering cultural industry development.
Phase III of the project seeks to empower local stakeholders by helping them establish policy frameworks and build capacities across various levels, from decision makers and community representatives to academics, technical experts, and workers dedicated to reviving the Old Cities and promoting their cultural vitality.
The overarching goal is aligned with the Sustainable Development Goals of the UN’s 2030 Agenda: to create jobs in Mosul and Basra through the organic reconstruction of their historic heritage and the rejuvenation of their cultural life, all under the leadership of local stakeholders.
This phase will focus on youth employment and institutional capacity-building, concurrently addressing both aspects to produce complementary and enriching outcomes.
The Reviving Mosul and Basrah Old Cities Phase-III has the following four interlinked outputs:
i.
Empowerment of public actors and key stakeholders to actively engage in the urban heritage recovery process of Mosul and Basrah;
ii. Enhancement of capacities among public, private, and technical stakeholders involved in the reconstruction and rehabilitation of these cities’ urban heritage;
iii.
Improvement of built heritage preservation and public space accessibility within the old cities of Mosul and Basrah;
iv. Empowerment of young cultural entrepreneurs, women, civil society organizations, and the general population to gain a deeper appreciation for cultural initiatives within these historic urban centers.
Long Description
By simultaneously focusing on youth employment and institutional development, the project aims to cultivate local awareness, skills, knowledge, and technical capabilities crucial for authorities to lead a locally-driven urban recovery process.
This holistic approach is expected to generate synergies and mutually reinforcing results, ultimately contributing to the sustainable revitalization of Mosul and Basra’s historic treasures and cultural life.
Long Description
Main Duties and Responsibilities:
Under the overall authority of the UNESCO Director in Iraq and supervision of the Chief of Education Unit, the Consultant shall act as TVET Coordinator for the TVET component of the “Reviving Mosul and Basrah Old Cities” project.
The Consultant’s role as the Project Officer to manage the TVET component within the project will include but not be limited to:
• Articulate a detailed workplan based on the original project documents and agreed budget
• Support and manage day to day implementation of project activities including the supervision of Project TVET field Coordinators.
• Ensure UNESCO administrative, financial, procurement and contracting rules are strictly adhered to Monitor and report on budgets, allocations and contract status.
• Be responsible for the production of all major reports on project activities and ensure deadlines and quality standards are all met.
• Ensure effective coordination with the Culture Team, the Government and the beneficiaries of the project.
• Undertake mission travels to the project locations to monitor project implementation, review progress and build relationships with beneficiaries.
• Ensure effective monitoring and supervision of Implementation Partners.
• Ensure effective visibility of the project results and achievements.
• Provide advice on issues concerning TVET including support in the development of proposal for potential new TVET projects to complement and build on the ongoing initiatives/projects.
• Assist with other tasks as requested by the Director and Chief of Education.

Deliverables & Timelines:
Monthly reports, with all deliverables enclosed as annexes.
The individual consultant shall submit to UNESCO within the written proposal a clear timeline with the deliverables for each month.

Required Qualifications:
Academic Qualifications
an Advanced university degree (Master’s or equivalent) in economics, public/business administration, social sciences, Engineering or related fields.
Working Experience
- At least 10 years of progressively responsible relevant professional work experience in education or related fields, with a preference given to Technical Vocational Education and Training (TVET) and Culture.
- previous experience in working with INGOs, or United Nations entity is desirable.
Language Requirement
- Excellent knowledge of English language (both written and spoken).
- Knowledge of other UN Language (French, Russian, Spanish, Arabic) is desirable.
Competencies and Skills
- Integrity, reliability and sense of commitment in the execution of duties.
- Excellent coordination skills.
- Good knowledge of results-based and budget management tools.
- Ability to build and maintain partnerships.
