Background

UN Women is the UN Entity for Gender Equality and the Empowerment of Women. UN Women is dedicated to gender equality and the empowerment of women. A global champion for women and girls, UN Women was established to accelerate progress on meeting their needs worldwide.

All human development and human rights issues have gender dimensions. UN Women focuses on priority areas that are fundamental to women’s equality, and that can unlock progress across the board. Six focus areas that UN Women include violence against women, economic empowerment, leadership and participation, peace and security, national planning and budgeting and intergovernmental processes.

The Communication Unit is a cross cutting unit which leads and provides technical support to the programme units in developing communication, visibility processes, and advocacy for all the existing programs in UN Women Timor-Leste country office.

The purpose of this consultancy is to support the overall efforts of the Unit. The Consultant will support various aspects of communication activities of UN Women by developing and refining writing products in a consistent and coherent manner according to UN Women’s branding guidelines across all communication platforms.

The consultant will work under the guidance of the Head of Office and under the overall supervision of the Communication Officer of UN Women Timor-Leste CO

Duties and Responsibilities

The Consultant will undertake the following responsibilities:

  • Create, edit, proof-read, and revise various forms of communication products, including but not limited to correspondence and technical documentation such as web-articles, stories and social media texts, video scripts, brochure, speeches, factsheets, talking points, opinions, preface, foreword, reports, research, and other publications in a consistent and coherent manner across all communication platforms.
  • Edit and proof-read written documents prepared by UN Women program units, including checking spelling, acronyms and other abbreviations, etc. The drafting and editing work may require some additional research and coordination with relevant staff.
  • Ensure all written work is authentic, original, and appropriately cited and/or referenced.

Expected Deliverables:

  • Timely submission of content creation, editing and revised materials
  • Timely submission of the report from the revised materials
  • All deliverables should incorporate UN Women feedback before finalization and all reports shall be presented in English, in electronic version.

Inputs:

  • The consultant is expected to use her/his own computer and have all needed software for related tasks.
  • The cost of mobile phone communication needs to be covered by the consultant.
  • UN Women team will support resource materials, and reference documents as relevant.

Required Skills and Experience

Education:

  • Master degree or Bachelor’s degree in communication, journalism, public relations, international relations or related disciplines.

Experience Requirements: Proven professional experience of at least five years in editing, writing and content development for international organizations or media.

Minimum requirements:

  • Good writing skills and the ability to explain technical terms in a non-technical language;
  • Excellent research and analytical skills and prior experience in data analyses.
  • Excellent creativity for content creation
  • While not a must any experience, but interest in gender equality and women empowerment is preferred.
  • Need to be a motivated individual with collaboration skills.
  • Good in writing and editing stories and articles in English.

Language:

  • Fluency in English and knowledge of working of the language of the duty station, will be an added advantage

• Letter of Interest containing the statement on candidate’s experience in the field of recruitment.

• Financial proposal, specifying a total lump sum amount breaking down the professional fee per day

• Sample of the past works on media related or relevant field. Incl. editorial documents/ webpage etc.

Selected candidates will need to submit prior to commencement of work:

  1. UN Women P-11 form, available from http://www.unwomen.org/en/about-us/employment
  1. A statement from a medical doctor of ‘good health and fit for travel’
  1. The international consultant will need to provide proof (certificate) of BSafe training (which can be accessed at undss.trip.org) – in case of travel
  1. Evaluation

Applications will be evaluated based on the Cumulative analysis.

  • Technical Qualification (100 points) weight; [70%]
  • Financial Proposal (100 points) weight; [30%]

A two-stage procedure is utilised in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Technical qualification evaluation criteria:

The total number of points allocated for the technical qualification component is 100. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria:

Only the candidates who have attained a minimum of 70% of total points will be considered as technically-qualified candidate.

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
