Introduction

UNDP Bhutan is seeking proposals from qualified and experienced international consulting firm for the Development of comprehensive and overarching resource mobilization plan for Bhutan’s NDC 3.0. For more details, you are encouraged to review the terms of reference enclosed.

A brief scope and objectives of the assignment below:

The objective of the assignment is to conduct holistic analyses and review the financing for implementation of climate change mitigation priorities in the NDC 3.0.

The scope of this assignment entails conducting feasibility study on the financing requirements essential for achieving the objectives and targets set forth in NDC 3.0, developing resource mobilization plan that elaborates the financing strategy with clear emphasis on financing mechanisms taking into consideration both international and domestic financing and instruments (e.g., green bonds, Public-Private Partnership, blended finance, carbon markets).

The International Consulting Firm hired for this assignment will work closely with the National Consultant bringing local knowledge and network and hired separately to undertake the Development of comprehensive and overarching resource mobilization plan for Bhutan’s NDC 3.0. The experts engaged should work collaboratively to produce work of high quality, ensure capacity of national consultants is enhanced and flow of information is well maintained.

III. KEY TASKS

The key tasks under the three components listed above are elaborated below:

Review and investment needs assessment

§  Review Bhutan’s NDC, LT-LEDS, and relevant national policies and strategies.

§  Assess current financing landscape for climate action, including public budgets, donor support, and private sector investments.

§  Identify sectoral investment needs to achieve NDC 3.0 and LT-LEDS targets.

§  Conduct a rapid impact assessment on sustainable socio-economic development ‘with climate action’ and without ‘climate action’ scenarios pertaining to climate financing.

§  Conduct feasibility analyses of the prioritized actions.

§  Estimate financing gaps and potential sources of funding.

§  Identify barriers and opportunities for private sector participation.

§  Develop strategies to incentivize private investment in climate-related sectors.

Resource Mobilization Plan Development

§  Conduct consultations with key stakeholders including government agencies, private sector, civil society, and development partners for climate technology transfer and mobilizing investments from public and private sectors.

§  Propose financing mechanisms taking into consideration both international and domestic financing and instruments (e.g., green bonds, Public-Private Partnership, blended finance, carbon markets).

§  Delineate roles of public and private sectors in financing climate actions and recommend institutional arrangements for mobilizing and managing funds.

§  Prepare Resource Mobilization Plan for the NDC, LT-LEDS and private sector.

Technology Transfer and Capacity Building

§  Review and assess technology needs across sectors specified in the NDC 3.0 document.

§  Propose mechanisms for technology transfer and capacity development.

§  Align capacity building needs in line with the Rapid Capacity Needs Assessment conducted as a part of the LTS update.

§  Conduct training as elaborated below:

ü  Two, 5-days training to build capacities government staff and key actors to update and implement the NDC and using a learn by doing approach with guidance from the firm to conduct resource mobilization activities for priority actions identified in the resource mobilization plan for the NDC, NAP and LTS. Each training will target 30 participants (>30 % women).

ü  One of the key stakeholders in the training should be University to institutionalize capacities for proposal writing and resource mobilization for climate finance access. The trained academics should then develop relevant training programmes to be rolled out under the separate assignment ‘Conduct feasibility study and write proposals as prioritized under the NDC and resource mobilization plan’ in partnership with international firm well experienced in offering such services.
