· Coordinate a high-level policy visioning exercise under the guidance of the Prime Minister’s Office and UNDP.
· Following the engagement of the subject experts by the Prime Minister’s Office, the Economist will finalize two key documents:
a) Bhutan’s Development Vision Document.
b) An Economic Roadmap – based on outcomes of the visioning exercise and carry out additional research and consultations as needed.
· Additional tasks may be added to further advance the reform agenda as per request from the Prime Minister’s Office.
C. Expected Outputs
The consultant will provide substantive contributions to the high-level policy visioning exercise led by the Prime Minister’s Office and supported by UNDP. The specific duties and expected outputs are as follows:
1) Coordinate and Support the Visioning Exercise
– Assist the Prime Minister’s Office in organizing the visioning exercise, ensuring that outcomes align with the government’s objectives.
– Develop background documents and briefings for the Prime Minister and high-level experts in consultation with UNDP and other partners.
2) Develop and Finalize Key Strategic Documents
2.1 Bhutan’s Development Vision Document:
– Review the current policy ecosystem, including existing policy documents, vision documents, draft plans, policies, and regulations.
– Develop an outline for the economic vision and implementation strategy document, addressing essential constraints/challenges, opportunities (big bets), sectors/programs, and related strategies.
– Draft the national development vision document based on the visioning exercise and existing frameworks, consult with key stakeholders, conduct additional research, and finalize the document.
2.2 Economic Roadmap:
– Draft the National Economic Roadmap, consult with key stakeholders, conduct additional research, and finalize the document.
– Outline robust, outward-oriented development strategies, emphasizing the nation’s inherent strengths and comparative advantages to stimulate economic growth.
– Propose measures to promote sustainable and inclusive development, ensuring the effective implementation of the 13th FYP development priorities and guaranteeing sustainability through consistent and ongoing execution.
3. Other Tasks:
Additional tasks may be added to further advance the reform agenda as per request from the Prime Minister’s Office.
