Background:
Serving as a tool for boosting investment potentials and offering business incentives through a set of legal norms, special conditions for taxation, currency circulation, customs, labour relations and favourable conditions Free Economic Zones (FEZ) of Tajikistan are aimed to bring direct local and foreign investment into five created zones. The geographical span of the zones are allowing to invest into long-term investment projects thereby improving investment climate ranking.
In close co-operation with the Ministry of Economic Development and Trade the OSCE Programme Office in Dushanbe (POiD) targets to support in developing of the Concept of Digitalization of the shared service center that would support further structurize resilient and sustainable regional economic development via applying strategic approaches to FEZ and facilitate to digital economy agenda.
Objective of Assignment:
Support the Ministry of Economic Development and Trade in developing the Concept of a shared service center for registered entities of the FEZ of the Republic of Tajikistan based on the best international practices.
Duration of Assignment:
Three months.
Tasks and Responsibilities:
Under the overall supervision of the Economic Officer of the POiD, the successful candidate will be tasked with the following duties:
- In close collaboration with a lawyer and an ICT specialists developing the concept of a shared service center, taking into account international practices and the analysis of business processes of the FEZ;
- Conducting a series of meetings with stakeholders regarding the development of the concept of a shared service center and digitalization of the FEZ of the Republic of Tajikistan;
- Visiting the FEZs and line ministries and agencies to collect the necessary information and comprehension of the FEZs functions and economic value for further development of a draft concept;
- Participating in the presentation and discussion of the draft concept of a shared service center for the FEZ in co-ordination with the Ministry of Economic Development and Trade and other interested parties;
- Improving the draft Concept by taking into consideration possible comments and suggestions for its subsequent submission for approval to the MEDT’s Senior Management;
- Preparing the necessary materials to cover the Concept of a shared service center in the mass media;
- Liaising with implementing partners and external stakeholders for effective execution of the assigned tasks and timely reporting on project implementation;
- If required, carrying out other tasks for better achievement of the goals and objectives in frame of this this assignment.

Necessary Qualifications:
- Advanced degree in the field of sustainable economic development, trade, digital transformation or other related areas;
- At least 10 years of professional work experience in field of digitalization of services (public and/or private enterprises), processes and economic sectors in various countries;
- Advanced academic and practical skills in economic analysis and ICT;
- Acquaintance with the regulatory and other strategic documents in the area of socio-economic development and digitalization at the national and regional levels;
- Experience in preparation of analytical, legislative and other materials for media coverage of the project where a candidate was involved;
- Advanced negotiation skills and proven experience of working with government agencies, non-governmental and international organizations;
- Skills of using Microsoft packages: MS Word, MS Excel, Internet, and efficient writing skills, leading correspondences, follow-up e-mails and reporting skills;
- Professional fluency in Russian and English, knowing of other languages of the region is an advantage;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
- Ability and willingness to work as a member of team and completing assignments/tasks in a shorter period of time, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.
Remuneration Package:
Remuneration will be based on the selected consultant’s/expert’s qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
