Background:
The OSCE Programme Office in Astana (hereafter – the Office) is entrusted with the mandate to assist Kazakhstan in implementing OSCE principles and commitments in the three dimensions: politico-military, economic and environmental, and human. The Office puts long-standing efforts to promote green economy and sustainable usage of natural resources, to promote efficient water resources management, to strengthen resilience to disasters and to raise environmental awareness in the host country.
One of the project’s objectives is to strengthen environmental decision-making and to expand government capacity to provide public access to the environmental information. To achieve that goal, the Office will contribute to the design of one handbook on the best available techniques. The Project will engage the best national and international experts in providing advice, expertise and in proposing changes.
Objective of Assignment:
The Programme Office will require the services of an international expert to develop handbook on the best available techniques on automated continuous emissions monitoring system.
Duration of Assignment:
120 days
Tasks and Responsibilities:
Under the overall supervision of the Senior EED Officer, the successful candidate will be tasked with the following duties:
- Conducting comprehensive technological audit of at least 2-3 for each business entities in mining & metallurgy, oil & gas and energy sectors for compliance with the principles of the best available techniques (hereafter CTA).
- Developing handbook on the best available techniques in “Monitoring emissions of pollutants in air and water bodies” (hereafter BAT handbook).
- Supporting during the official approval procedure of the BAT handbook in accordance with the legislation of Kazakhstan
- Developing concluding report on the BAT handbook.
Deliverables:
Task 1:
- Questionnaire for business entities;
- Gathering data based on questionnaires;
- Business trips to the facilities under CTA;
- Business trips’ reports;
- Gathered data analysis;
- Assessment report on compliance with BAT principles of emissions’ monitoring practices of the enterprises under CTA is developed (overall at least 7)
- Assessment report is finalized and shared with the POiA (possible comments are addressed)
Task 2:
- 1st draft of the BAT handbook in accordance with designed structure;
- Online/offline participation in all round tables (3-5 meetings) with technical working group (hereafter TWG) and relevant stakeholders;
- Finalized version of the BAT handbook;
- Compiling final version of the BAT handbook
Task 3:
- Participation in the meetings with governmental authorities and other interested parties
Task 4:
- Concluding report on the BAT handbook
Necessary Qualifications:
- Recognized university degree in the Petroleum / Mechanical / Electrical/ Metallurgical / Energy Engineeringor in other relevant technical or engineering sciences;
- Minimum 10 years of professional experience in the industrial / manufacturing / mining / energy sector or other relevant field;
- Excellent knowledge of English, including excellent communication and drafting skills;
- Prior participation in similar events under the auspices of the OSCE or other international organizations would be an advantage
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
- Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
- Computer literate with practical experience using Microsoft applications.
Remuneration Package:
Remuneration will be based on the selected consultant’s/expert’s qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
