OVERVIEW OF THE FUNCTIONS OF THE POST

Expert on Freedom of Expression and Access to Information for localizing UNESCO toolkits and developing teaching material for the Law Enforcement Academy of Uzbekistan.

Background:

With the financial support of the Swiss Agency for Development and Cooperation (SDC), represented by the Embassy of Switzerland to Uzbekistan, the UNESCO Tashkent office will be implementing the program “Empowering the government and citizens of Uzbekistan by strengthening access to information, accountability of institutions and media competence”.

This program aims to transform Uzbekistan’s media landscape by enabling citizens’ access to information, reinforcing accountability and the rule of law, improving journalism education, and advancing media literacy in alignment with the 2030 Agenda. It focuses on three key areas: legislation and access to information, media development, and media literacy to enhance government capacity and citizen engagement.

Emphasizing the importance of critical information engagement for both citizens and the government, the program acknowledges that accurate and responsive government information, along with proper legislative norms for mass media activities, are essential. It assists to put in place adequate legislative norms to legalize mass media activities. The program further cooperates with judicial actors and law enforcement bodies and focuses on strengthening the rule of law by developing teaching modules on the importance of freedom of expression, access to information and safety of journalists as fundamental principles. It develops a set of guidelines and code of conduct on improving relationships between law enforcement officers and media professionals and adopts a communication plan on how to ensure accountability and transparency of police institutions through effective communication with the public. A significant aspect of the program is the development of a media and information literacy strategy, equipping government and citizens with skills to navigate and assess information sources effectively.

The program conducts tailored research, workshops and training in partnership with local organizations, promoting ownership and long-term sustainability. Consultations, conferences and awareness campaigns ensure a diverse range of voices and perspectives are included, fostering a comprehensive understanding of local challenges and opportunities.

Long Description

Tasks with timeline:

Task 1. In collaboration with UNESCO’s Communication and Information Unit of the UNESCO Tashkent Office and the Law Enforcement Academy, provide clear guidance and resources to the national experts and the educators at the Law Enforcement Academy for i) localizing UNESCO’s global toolkits/guidelines and for the adaptation and development of an online teaching module on freedom of expression and access to information and an online teaching module on crimes against journalists (including the way how to support investigative journalism) to be used for training prosecutors and other professionals working for the General Prosecutor’s Office, and ii) for assembling study material for further studies of the law enforcement educators in the field of freedom of expression and access to information and crimes against journalists (including investigative journalism).

In particular, the Contractor will:
a) Give guidance how to localize content to national experts and the persons designated within the Law Enforcement Academy to draft teaching materials and create teaching modules on freedom of expression, access to information and crimes against journalists,
b) Share up-to-date, relevant, necessary, gender-sensitive and inclusive material (texts, quotations, publications, links, videos etc.) on freedom of expression, access to information and crimes against journalists for the adaptation and/or development of teaching modules and teaching, suitable in size and format for online and offline teaching education,
c) Giving feedback on draft localized content and adapted/developed teaching modules and on material assembled for further studies of the law enforcement educators.
d) Ensure the quality and effectiveness of the draft teaching modules.

Task 2. Conduct two Training of Trainers (TOT) workshops (5 (five) days each), targeting a minimum of 10 (ten) teachers of the Law Enforcement Academy per workshop, focusing on freedom of expression, access to information and crimes against journalists, introducing the localized toolkits/guidelines and the newly adapted/developed teaching modules.

The Contractor will particularly ensure that after the TOT workshop:
a) The participants have a solid understanding of freedom of expression, access to information and crimes against journalists, and are provided with resources for further studies,
b) The Law Enforcement Academy is in a position to select 4-5 participants of the TOT workshops as being qualified to give further training to pre-service and/or in-service prosecutors,
c) TOT training materials (PPT presentations, further information) will be shared with the participants of the TOT workshop to enable them to give training on freedom of expression (including the safety of journalists) and access to information themselves.

Long Description

Deliverables:

a) Submission of a Report summarizing the duties performed as per Task 1 (approx. 5-6 pages) to the UNESCO Tashkent Office not later than 30th of April 2024.
b) Facilitation and completion of the two TOT workshops and submission of the TOT training material as per Task 2 to the UNESCO Tashkent Office not later than 31st of May 2024.

REQUIRED QUALIFICATIONS

Education:

  • Advanced University degree in International Law or other relevant field

Work Experience:

  • A minimum of seven years of work experience in Law Enforcement Agencies;
  • Experience in conducting Training of Trainer (TOT) workshops and adapting training materials on these topics for different audiences, including law enforcement officers, prosecutors, and educators;
  • Experience in researching and analyzing relevant international and regional legal instruments related to freedom of expression, access to information, and crimes against journalists. This includes treaties, conventions, MOUs, UN resolutions;

DESIRABLE QUALIFICATIONS

Work Experience:

  • Knowledge/ experience in Eastern European and/or Central Asian countries is an asset
