Purpose of Activity/Assignment:

The purpose of this assignment is to enhance the Information Management System for the South Sudan Child Protection Area of Responsibility (CP AoR) and the CP Section. Notably, the recruitment of a NOB in January 2023 has already led to significant improvements, such as increased partner compliance with reporting deadlines and improved understanding of reporting tools, including the 5W, Situation Reports, monthly narratives, and specific reporting responsibilities related to the Sudan Crisis Response. The NOB’s involvement has ensured the active participation of the AoR in the Humanitarian Response Planning process. This has been achieved by participating in the National Assessment Working Group and collaborating closely to calculate People in Need, Children in Need, and CP AoR targets.

However, there remains a need for further enhancement of monitoring and reporting systems within the CP AoR and Child Protection section. This is necessitated by several factors, including the localization roadmap for the AoR, which requires the development of a localization dashboard. Additionally, there are increased reporting expectations from donors, government agencies, and communities in light of the HRP 2024, which necessitates the creation of a dashboard to support program mapping and quality assurance, showcasing the impact of prioritization efforts and highlighting program gaps.

Furthermore, the Sudan Crisis Response requires the capture of case management support for returnees and refugees through an upgrade to the Child Protection Information Management System (CPIMS+). Additionally, with an anticipated increase in Child Protection programming across the country, there will be a rise in the number of Monitoring and Reporting Mechanism (MRM) reports. Therefore, plans are underway to introduce an MRM Information Management System (MRMIMS+), and the IMO will be responsible for integrating MRMIMS+ into the existing CPIMS+.

During the deployment, the consultant is expected to conduct specialized trainings tailored to the needs of state-level coordinators and UNICEF partners in the field, with a focus on building their capacity in local-specific contexts.

Main Duties and Responsibilities:

The IMO is tasked with enhancing the quality assurance processes related to the CP AoR and UNICEF’s Child Protection program in South Sudan. To achieve this, the IMO will undertake the following:

Information Management System Enhancement:

• Upgrade the Monitoring Systems: Improve the monitoring systems for the CP AoR’s localization program, the CP AoR humanitarian response by developing localization and activities dashboards (including support for refugees from South Sudan)

•Updating the CPIMS+ to include the Sudan Crisis Response (returnees and refugees)

• Implement MRM Information Management System: Introduce and oversee the implementation of the MRMIMS+ in South Sudan, ensuring its seamless integration with the existing CPIMS+.

•To integrate MRMIMS+ into current CP programme.  Lead the design, testing, and rollout of the CTFMR Interactive dashboard.

Data Management and Reporting:

•Support Monthly Reporting: Assist in meeting monthly reporting requirements and develop visual reporting products and systems, aligning with donor requirements for analysis and visualization. Ensure that reporting and monitoring adhere to quality standards.

•Provide Quality Inputs: Offer quality inputs for ad hoc situation reports (sitreps), response monitoring, mapping, and monitoring as requested.

•Prepare Information Products: Create and maintain regular information products such as Situation Reports (SitReps), presentations, and overviews.

•Database Management: Update and manage databases used by Child Protection and CP AoR.

Capacity Building and Training:

• Conduct training sessions for UNICEF staff and CP AoR partners on both existing and newly introduced Information Management (IM) tools.

• Initiate state-level capacity building initiatives to enhance the IM skills of local teams.

By fulfilling these responsibilities, the IMO will contribute to the effective management of information, enabling better decision-making and programmatic impact assessment within the Child Protection sector in South Sudan.

Scope of Work:

The IMO will play a pivotal role in enhancing UNICEF South Sudan’s information management capabilities to support informed decision-making and improve the well-being of children. The scope of work encompasses the following key areas: Firstly, the IMO will be responsible for developing essential information dashboards, including the CP AOR localization dashboard and an activity dashboard for real-time data visualization. Secondly, the IMO will oversee the upgrading of the CPIMS+ to effectively capture data related to returnees and refugees receiving case management services. Thirdly, capacity building will be a significant focus, with the IMO conducting training for UNICEF staff and CP AOR partners on existing and newly introduced Information Management tools, along with initiating state-level capacity building initiatives. Furthermore, the IMO will lead the design, testing, and rollout of the Country Taskforce for Monitoring and Reporting (CTFMR) Interactive dashboard as part of the MRMIMS+, ensuring seamless integration into the current Child Protection program. Lastly, the IMO will oversee the efficient rollout of the MRMIMS+ system, ensuring quality usage and data integrity. Geographically, the IMO will be based at the UNICEF Country Office in Juba, participating in meetings held at various UN and non-UN compounds throughout the capital city. Additionally, the incumbent may be required to travel to field locations within South Sudan to provide support for information management and risk analysis skills development for field teams, enabling informed local response decision-making. By undertaking these responsibilities, the IMO will contribute to maintaining information databases, analyzing risks and data, disseminating relevant products, and supporting evidence-based response planning. This role will foster a deeper understanding of program impact, drive the development of innovative strategies, and promote the implementation of multi-sectoral programs aimed at improving the well-being of children in South Sudan.

Minimum Qualifications required:

  • Master’s degree or higher in the social sciences (i.e., sociology, psychology, political science, social policy or economics etc), International Law, public health, public policy, public administration, international development, or in an area relevant to UNICEF’s sectoral work.

Knowledge/Expertise/Skills required:

  • A minimum of eight (8) years of relevant UN/Humanitarian Sector experience, at the national and international levels, in programme planning, implementation, management, monitoring and/or reporting is required.
  • Experience in Information Management or Information Systems, GIS Information Technologies, Computer Science, Statistics, Social Sciences or another subject area relevant to Information Management or to the Cluster/ Sector/ Working Group

IM technical knowledge and skills

  • Data planning skills including:
  • Developing, or supporting the development of, and implementing an IM strategy and data collection and analysis plan.

Data collection skills including:

  • Conducting SDR using appropriate platforms and tools such as DEEP (the humanitarian secondary data review & analysis platform), Excel or any other relevant tool
  • Designing and implementing primary data collection.

Data processing skills including:

  • Knowledge of data protection best practices, standards and protocols, regulations and legislation.
  • Data analysis and management skills including:
  • Aggregating data from multiple sources using a variety of tools such as Excel, CSV, SQL, KoBo, APIs etc.
  • Analysing data to create information useful for strategic decision-making,
  • Creating and maintaining databases using MS Excel, MS Access or other databases.
  • Proven skills in using GIS and map‐making packages, and in web design and software development are an asset
  • Understands key technical issues for the humanitarian sector sufficiently to be able to engage with sector participants and understand sector‐specific information management needs.
  • Ability to translate planning-specifications into analytical and technical briefs for data capture and analysis, and vice versa for programming and external audiences.
  • Ability to compile and holistically analyze diverse datasets.
  • Experience working in complex emergencies and applying analysis to problem solving in difficult humanitarian responses
  • Experience in South Sudan is an asset.

 

Language Requirements:

  • Fluency in English (written & verbal) is required. Knowledge of an additional UN Language, especially Arabic or French, is considered an asset
