UNICEF Kyrgyzstan, along with local government and partners, has implemented a school-based disaster risk reduction project nationwide since 2020. The purpose of the project is to enhance the resilience of girls and boys to climate change and disaster-related risks. It aims to achieve the following outputs:
• Output 1. Governmental and civil society organization partner’s capacities strengthened for building resilience;
• Output 2. School-based DRR model and climate action scaled up to all schools in the country; and
• Output 3. Opportunities for international, regional and national cooperation and exchange on school safety expanded.
Given that the project will come to an end by 31 March 2024, UNICEF Kyrgyzstan seeks to assess the effectiveness of the project with support from a group of external assessment experts (an international consultant and a local consultant). The assessment is to review whether the project outcomes and outputs have been fully achieved and the results delivered by the project are aligned with the expected project goal. Measurement indicators of the project are available as per the logical framework which will inform the process of the assessment. The assessment should also be designed to focus on gender-responsive and inclusive strategies to promote child-centered disaster risk reduction.

How can you make a difference? 

A detailed assessment methodology is expected to be developed by a team of consultants (international and national) as part of the inception report, which should be guided by UNICEF’s guidelines on project evaluations. The project achievements will be assessed against the overall project objectives, outputs and indicators identified in the project document through a comprehensive desk review, primary and secondary data sources with school children and teachers, UNICEF’s implementing partners and other stakeholders.
The international consultant (a team leader) is expected to prepare a detailed and targeted set of assessment questions and design the data collection tools and protocols for the in-depth interviews and focus group discussions which are to be developed in the inception phase and included in the report.

To qualify as an advocate for every child you will have… 

  • An advanced university degree (Master’s or higher) in Social science; evaluation; assessment; qualitative and quantitative research
    *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • Minimum 8-year direct professional work experience
    in social science research, evaluation, assessment, qualitative and quantitative data analysis.
  • Strong technical knowledge on social research and project assessment
  • Research experience with national and local governments and partnership coordination
  • Experience working for/with bilateral and multi-lateral
    organizations and the United Nations
  • Strong inter-personal and communication skills and the ability to interact professionally with a diverse
    group of people.
  • Fluency in English is required. Proficiency in Russian language is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
