Background:
The OSCE Mission to Moldova’s mandate includes to facilitate a comprehensive and lasting political settlement of the Transdniestrian conflict in all its aspects, consolidating the independence, sovereignty and territorial integrity of the Republic of Moldova with an understanding about a special status for Transdniestria within Moldova’s internationally recognized borders. To that end, the Mission is, inter alia, mandated to gather information on the situation in the Security Zone in the Republic of Moldova and investigate incidents in support of its mandated task to facilitate a peaceful settlement to the Transdniestria conflict and to provide early warning. This requires frequent monitoring in the Security Zone and establishing and maintaining regular contact with official bodies and the local populations of the Sides. Additionally, the Mission seeks to increase engagement with both Sides and other involved partners to develop initiatives for reducing tension, building confidence and promoting dialogue. The Conflict Prevention and Resolution Programme (CPR) supports the Mission’s mandate, including in monitoring in the Security Zone and promoting sustained contact and cooperation between the Sides to increase military transparency, reduce armed structures, and promote confidence building between them. To ensure those tasks are carried out as effectively as possible throughout the year the Mission would benefit considerably from the assistance of Consultant to its international staff.
The OSCE Mission to Moldova requires the services of an experienced consultant able to conduct monitoring of the situation and to investigate incidents in the Security Zone, so as to ensure that the Mission’s mandate is carried out in all its aspects and the capacity to provide early warning is retained. This is a consultancy assignment with an expected duration of approximately 100 working days starting in the middle of June.

Necessary Qualifications:
Background, and at least five years of relevant working experience, in political military affairs with a thorough knowledge of relevant OSCE agreements and documents;
Familiarity with the situation in Moldova in general and the Transdnistria conflict in particular;
Professional fluency in English and Russian, both oral and written;
Ability to produce reports, excellent report writing skills;
Ability to operate Windows applications, including word processing and e-mail;
Very dedicated to work undertaken;
Remuneration Package:
Remuneration will be based on the selected consultant’s/expert’s qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
