Position description

This position is part of the Defense Threat Reduction Agency, Research and Development Directorate. The incumbent will be responsible for planning, coordinating, justifying, developing, negotiating and staffing international agreements to support RD’s research, development, test, and evaluation (RDT&E) mission.

As a INTERNATIONAL PROGRAM SPECIALIST at the GS-0301-13/14 some of your typical work assignments may include:

  • Works with interagency, DTRA, and international stakeholders to establish objectives for international cooperation and identify mutually beneficial and aligned foreign defense S&T objectives.
  • Supports the development of RD international strategy and assesses international program execution.
  • Prepares and coordinates international agreement packages with Action Officer and Senior Leader level stakeholders.
  • Maintains positive international relations with foreign partners in defense, science and technology, and diplomatic communities.
  • Briefs Agency Senior Leaders on international portfolio progress, opportunities for coordination, and preparation for upcoming engagements.

  • Travel in the performance of temporary assignments may be required up to 20% of duty time, including some foreign travel. Flex and compensatory time:
  • Occasional adjustment of work week to include performance during non-standard hours and weekends may be required to support coordination activities and meetings with DTRA overseas representatives and foreign partners.
  • This is an Acquisition Workforce position in the Program Management career field. The incumbent will be required to become certified in the Practitioner tier within 4 years.
  • The incumbent is required to acquire a minimum of 40 continuous learning points (CLPs) every fiscal year as a goal and 80 CLPs being mandatory within 2 years.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). .
  • Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 23 March 2006.

Qualifications

You may qualify at the GS 14, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service as listed below:

  • Expert knowledge of interagency coordination, international agreements, and/or international program management.
  • Knowledge of science and technology (particularly in the nuclear, chemical, and biological domains) relevant to the mission of countering weapons of mass destruction.
  • Expert ability to synthesize and communicate highly-technical information clearly and effectively, both orally and in writing, to broad audiences of military and civilian professional and technical personnel.

You may qualify at the GS 13, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below:

  • Knowledge of DoD regulations, policies, and processes related to international science and technology cooperation.
  • Experience with international relations and building and sustaining partnerships with allies.
  • Experience developing and shepherding written products and/or decision packages for review and clearance through a variety of stakeholders while incorporating feedback, making edits and changes, and maintaining version control.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
 

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
