International Programme Technical Coordinator (Team Leader)

Under the overall supervision of AICS Regional Representative in Tunis, the Team Leader will be responsible for managing the EU-funded MUWALI-LIBYA programme, with the following tasks:

  1. Lead the programme, ensuring the achievement of expected results in line with the programme’s objectives.

  2. Coordinate the human and financial resources allocated to the implementation of the programme, ensuring their effective and efficient use.

  3. Organize and ensure the proper execution of activities as outlined in the Contribution Agreement with the EU, including monitoring, evaluation, and communication activities, in line with project objectives and documents.

  4. Manage the relationships with strategic stakeholders (donors, institutional counterparts, etc.) related to the programme, including GIZ as implementing partner of a complementary initiative at national level funded by the EU.

  5. Prepare (or oversee the preparation of) technical and financial reports on the activities carried out within the framework of the programme, ensuring they meet both internal and external reporting requirements.

  6. Provide expertise in preparing documentation related to calls for proposals and tenders (works, services, and supplies), in close collaboration with the Administrative and Financial Manager, ensuring the correct management and execution of related contracts (technical assistance, consultations, contribution agreements, etc.) for the implementation of the programme.

  7. Manage and supervise contracts and agreements with implementing partners and service providers related to the programme, in close collaboration with the Administrative and Financial Manager, ensuring compliance with the programme’s objectives and AICS procedures.

  8. Ensure coordination with the relevant departments at AICS Headquarters in Rome, following up on administrative, financial, and technical matters related to the programme.

  9. Promote synergies with other programmes managed by the AICS Regional Office in Tunis as well as other international partners, particularly those that could align with or complement the MUWALI-LIBYA programme.

  10. Participate in meetings, conferences, seminars, or other initiatives related to or in connection with the programme.

  11. Perform other duties as required.
