Result of Service
The products to be developed by the International Senior Consultant (Sustainable Urban Development) are part of the intent to expand UN-Habitat’s portfolio in the abovementioned regions, with the aim of achieving the vision of sustainable urban development. The Consultant will work in close collaboration with the technical teams of UN-Habitat offices.

Duties and Responsibilities
Background The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda. UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society, and the private sector to help build, manage, plan and finance sustainable urban development. To encourage the exchange of projects and methodologies between Latin America and Africa, the International Senior Consultant (Sustainable Urban Development) will work for the Regional Office for Latin American and the Caribbean (ROLAC) in partnership with the Regional Office for Africa (ROAf). For the past years, UN-Habitat has expanded its portfolio in the regions by working with different tiers of government in order to support the formulation and implementation of more effective, sustainable, participative and socially fairer urban economic, social and environmental policies. In order to properly advance with the portfolio and implementation of ongoing projects, an International Senior Consultant (Sustainable Urban Development) is required to ensure a good understanding of the challenges and opportunities of these important regions. The objective is also to showcase the projects and lessons learned from Latin America to Africa context. Report to UN-Habitat Manager The International Senior Consultant (Sustainable Urban Development) will report to the Country Office Coordinator of Brazil and Southern Cone, who will evaluate him/her. This person will coordinate this evaluation with the Senior Human Settlements Officer for Africa. Outputs/Work Assignment The Consultant will deliver the following products: Product 1: Report on UN-Habitat’s methodologies that can be used in both regions Description: This product should include potential appealing methodologies that can respond to urban trend in two regions (South America and Africa) considering each region’s specificity. Expected delivery date: 30 days after contract signature. Product 2: One (1) Concept note for Argentina Description: Elaborate a Concept Note, using UN-Habitat’s template, for a potential Project in Argentina utilizing the previously identified methodologies. Expected delivery date: 60 days after contract signature. Product 3: Report with inputs for a Project Document for Argentina Description: Using UN-Habitat’s template as much as possible, elaborate a Project Document for a potential project in Argentina based on the commented final version of the previously approved Concept Note. Expected delivery date: 90 days after contract signature. Product 4: One (1) Concept note for Africa that includes lessons learnt from Latin America Description: Elaborate a Concept Note, using UN-Habitat’s template, for a potential Project in Africa based utilizing the previously identified methodologies and the lessons learned in Latin America. Expected delivery date: 120 days after contract signature. Responsibilities Under the overall supervision of the Country Office Coordinator of Brazil and Southern Cone, the Consultant will: ● Design and recommend fundraising opportunities in both regions; ● Participate in fundraising meetings; ● Identify challenges and opportunities to consolidate new projects in these regions; ● Systematize and present proposals (Concept Notes, Projects documents, and etc). ● Maintain an organized and accessible information file system on the information and data produced; ● Be responsible for the delivery according to deadlines for each report; ● The consultant will be responsible, within its competencies, to ensure that the technical activities are aligned with the quality expectations of UN-Habitat and the project counterparts. The Consultant will be responsible for his/her own security, so the person should get familiarized with United Nations security mechanisms and comply with them according to the Framework of Accountability for the United Nations Security Management System.
Qualifications/special skills
Academic Qualifications: ● Postgraduate Degree (Stricto Sensu) in Urban Sustainable Development, Public Policies, Architecture and Urbanism, or related fields is required, or additional six (6) years of relevant experience to the post, beyond the requirement. Experience: ● A minimum of fifteen (15) years of progressively responsible experience in project/programme is required; ● Experience in drafting sustainable urban development action plans, aligned to global development agendas, based on data and participatory workshops; ● Experience in global development agendas, in particular by SDG 11 and NUA, is an advantage; ● Knowledge of Latin America and Africa’s contexts are necessary; ● Previous experience within the UN System would be considered an added advantage. Skills: ● Good computer skills in Windows, as Microsoft Office, Outlook, Microsoft Teams, and Web search engines is required; ● Good knowledge on GIS software is desirable. Knowledge Management ● The person must know the processes, procedures, and norms of UN-Habitat, in order to guarantee an adequate quality of the activities described above, following the standards of the organization. ● The person will propose formats and procedures that allow the efficient implementation of the activities related to the project development. ● The person must know the file of the Office, work with it and ensure its proper maintenance, accessibility for all staff and due updating. ● The person will prepare databases related to the project running. ● The person will make sure that all relevant technical information will be adequately shared with the correspondent staff. ● The person will ensure that all produced material will be fit-for-purpose and delivered, in an organized way, for posterior consultation and use of the Agency. Competencies ● Professionalism: Experience working in an inter-institutional environment, project management, monitoring-evaluation; approaches and strategies with regard to good urban governance and local and regional development. ● Planning and organization: Professional approach to work, strong sense of responsibility, operate with minimal supervision; proven organizational skills and ability to manage a workload efficiently and within set deadlines. ● Communication: Ability to write clearly and effectively; listen to others, interpret messages correctly and respond appropriately; show openness in information sharing and keep everyone informed; solid abstract reasoning skills together with a proven capacity to write documents for diverse audiences. ● Teamwork: Ability to work with teams, demonstrate leadership, conflict management and consensus facilitation skills; ability to work in a multicultural and multi-ethnic environment, and to respect diversity; sensitivity to the main-streaming of vulnerability; willingness and ability to work in difficult environments.
Languages
● Fluency in English and Spanish is required; ● English and French are the working languages of the United Nations Secretariat, and Spanish is the working language of the Regional Office.
Additional Information
Remuneration The consultant will receive a total amount of USD 25,000 according to the following schedule: ● Payment 1: Upon delivery and approval of Product 1 (USD 8,000) ● Payment 2: Upon delivery and approval of Product 2 (USD 8,931); ● Payment 3: Upon delivery and approval of Product 3 (USD 4,034); ● Payment 4: Upon delivery and approval of Product 4 (USD 4,035). Travel details The consultant must be available to travel to the places related to the activities in the country, if requested. Travels will be coordinated and financed by UN-Habitat, according to the United Nations travel rules and guidelines.
